About this file
This document is a Single Source Justification (Simplified Acquisition) for the purchase and installation of a Monaco Client Workstation at Joint Base Elmendrof-Richardson (JBER) in Alaska. The contracting activity is the 673rd Contracting Squadron. The estimated contract cost is $17,248.14. The justification states that Monaco Enterprises, Inc. is the original manufacturer and service provider for the existing fire, security, and life safety equipment at JBER, which uses proprietary software developed by Monaco. As a result, Monaco is deemed the only reasonably available source for the required supplies and services. Market research found no other vendors capable of providing compatible solutions. The justification indicates that future acquisitions will involve a market survey to determine availability of potential sources.

Section C: Justification for Soliciting from a Single Source or Brand Name
Monaco Enterprises is the original manufacturer and service provider for the Fire, Security, and Life Safety Equipment and services currently in use at JBER AK. These systems are primarily comprised of proprietary software developed by MEI and MEI licensed vendors, which is then licensed directly to our end users. MEI retains exclusive ownership of the software and does not authorize third parties to alter or add to MEI software or equipment. System design has been performed by a MEI Applications Engineer to ensure seamless integration with the existing MEI D-21 system
Section D: Efforts to Obtain Competition
Market Research was conducted by the FES flight, finding that that while there are other contractors that can produce similar capabilities, the current Monaco system contains propitiatory software which is not available to another vendor.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
If future acquisitions of the same supplies or services are required, JBER FES will conduct a market survey to determine availability of potential sources as needed.
