About this file
This document is a Single Source Justification for a simplified acquisition contract for the procurement of communications drop cords used in aircrew helmet assemblies. The 97th Contracting Squadron at Altus AFB requires the quarterly purchase of 600 branched communication cords due to a supply issue that has prevented the Air Force from issuing complete helmet assemblies. The justification explains that the only approved vendor is Flight Helmets, LLC, as the Air Force Life Cycle Management Center has not approved any other sources. The contract action is being pursued under the authority of FAR 13.106-1(b) for a single source. The contracting officer has determined that only Flight Helmets, LLC is reasonably available to provide the required communication cords. The government intends to continue market research to identify additional approved vendors until the supply system can catch up on production.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 97 Contracting Flight
Project/Program Name: AFE Communications Drop Cord
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
The 97 OSS Aircrew Flight Equipment shop requires a quarterly purchase of 600 branched communication cords that are used in aircrew helmet assemblies to uphold duties to issue students complete helmet assemblies.
Section C: Justification for Soliciting from a Single Source or Brand Name
An Air Force wide supply issue has made the Aircrew Flight Equipment shop unable to issue completed helmet assemblies.
Operations have only been sustained because loner helmets were created with the last of the available stock. Base Supply is the mandatory source for this item but they have a backlog and will not be able to deliver until May 2026. The Engineer for this program has authorized the purchase of these comm cords from Flight Helmets, LLC. If the stock is not replenished before May 2026, the government risks loss of mission sorties and the funding associated with them.
Section D: Efforts to Obtain Competition
Various sources were researched, but the Engineering Technical Assistance at the Air Force Life Cycle Management Center's Human Systems Division (AFLCMC/WNUS) has only approved the purchase of the comm cords items from FlightHelmet.com.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The government will perform further market research to identify additional vendors for this requirement that can be approved by the technical engineer until the supply system can catch up on production.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
