About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) document for a sole-source acquisition under 10 U.S.C. 3204(a)(1).
The 60th Contracting Squadron at Travis Air Force Base seeks to establish a new Blanket Purchase Agreement (BPA) with Comfort Inn Fairfield to provide lodging accommodations for up to 840 reserve personnel per month supporting the 349th Air Mobility Wing's monthly Unit Training Assemblies (UTAs). The requirement is for lodging facilities located within a 30-mile radius of Travis AFB to minimize transit times and ensure operational readiness. The current BPA with Comfort Inn Fairfield under agreement FA442721A0008 expires on 14 June 2026, necessitating establishment of a new agreement prior to expiration. The Government maintains approximately 18 active BPAs with compliant lodging providers in the local market to ensure fair opportunity and sufficient capacity. Comfort Inn Fairfield is identified as the sole source based on its proven history of support, demonstrated capability to provide significant room blocks, and current compliance with Food, County Health, and Fire Inspection safety standards. The acquisition value falls under $10 million. The justification emphasizes that re-establishing this BPA with the vetted vendor eliminates administrative burden and vetting risk while safeguarding mission readiness. The Contracting Officer is responsible for determining fair and reasonable pricing in accordance with FAR Subpart 15.4. Future actions include continued evaluation of other lodging facilities to determine capability prior to requesting services as single-source requirements.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Agency: Department of the Air Force, Air Mobility Command (AMC) Contracting Activity: 60th Contracting Squadron (60 CONS), Travis Air Force Base, California
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This document establishes individual, sole-source justification and approval for Comfort Inn Fairfield to provide lodging for 349 AMW reservists in support of monthly Unit Training Assemblies (UTA).
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
The 349th Air Mobility Wing (AMW) has an ongoing, mission-essential requirement to secure lodging accommodations for up to 840 reserve personnel per month during scheduled Unit Training Assemblies (UTAs). To ensure operational readiness and minimize transit delays, all utilized lodging facilities must reside within a 30-mile radius of Travis AFB (TAFB). Under Blanket Purchase Agreement (BPA) FA442721A0008, which is set to expire on 14 June 2026, Comfort Inn Fairfield currently supports this requirement. In alignment with local market research and to ensure fair opportunity to all capable local vendors, TAFB continuously establishes BPAs with compliant lodging providers within the 30-mile boundary, currently maintaining 18 active agreements. Pursuant to AFI 64-117, Air Force Government Purchase Card Program, a BPA is the mandated contracting instrument to facilitate streamlined, recurring payments for these authorized lodging services via the Government Purchase Card (GPC).
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
Establishment of a new Blanket Purchase Agreement (BPA) with Comfort Inn Fairfield is critically required prior to the current agreement’s expiration on 14 June 2026 to ensure uninterrupted lodging support for the 349th Air Mobility Wing (AMW) monthly Unit Training Assemblies (UTAs). Located within the critical 30-mile radius of Travis AFB (TAFB), the facility minimizes transit times for reserve personnel during time-sensitive training weekends, maximizing training effectiveness and operational readiness. Fair opportunity has been preserved within the local market, as BPAs are established across 18 capable area lodging facilities to satisfy the 349 AMW’s high-volume capacity requirements. Comfort Inn Fairfield has a proven history of lodging support for TAFB, consistently demonstrating the capability to provide significant room blocks while maintaining satisfactory standings on all current Food, County Health, and Fire Inspection safety standards. Re-establishing this BPA with a vetted, compliant, and highly reliable vendor is the most administratively efficient course of action, eliminating the risk and administrative burden of vetting unproven facilities while safeguarding mission readiness.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
To support critical 349 AMW monthly UTA lodging requirements, the government maintains BPAs with approximately 18 compliant facilities within a 30-mile radius of TAFB. Continuous direct awards to all local lodging providers meeting Food, County Health, and Fire Inspection standards are required to guarantee sufficient capacity and safeguard mission readiness.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
Securing a BPA with Comfort Inn Fairfield is critical; failure to do so will directly degrade 349 AMW mission readiness for monthly UTAs.
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
The Government will continue to research and evaluate other lodging facilities to determine if they are capable of meeting the government's requirement prior to requesting services as single source requirements.
