About this file
This Single Source Justification document covers the cold-spray rework of F-15 Fuel Pump Housing for the Air Force, with Eaton as the sole approved vendor. The contract, valued at $144,629.76, involves overhauling fuel pump housing surfaces using a cold-spray process to add aluminum and then machine the housing back to specified dimensions. Eaton is identified as the Original Equipment Manufacturer (OEM) and the only known source possessing the necessary technical data and support equipment, with a quantity range of 5-30 units.
Market research was conducted using various databases and websites to identify potential sources, but Eaton remains the only approved vendor due to complex qualification requirements. The contracting activity is AFSC/PZABB, and the document indicates ongoing efforts to potentially introduce competition in future procurements. The contracting officer, Katherine Galgano, determined on 16-Nov-2023 that only a single source is reasonably available under FAR 13.106-1(b)(1), with the project involving NSN 2915-01-670-4618 and part number 214618-3 for F-15 aircraft applications.

Section C: Justification for Soliciting from a Single Source or Brand Name
The complexity and criticality of this item requires that the source of overhaul be an approved source possessing the data, experience, skills, and equipment necessary to restore this item to a like-new condition. Eaton, Commercial and Government Entity (CAGE) code 59875, is the Original Equipment Manufacturer (OEM) and is the only known source possessing the necessary technical data and support equipment required to overhaul this fuel housing section. The Government currently does not possess the complete technical data rights of all the required data. The Government has established Qualification Requirements (QRs) for this item. Perspective sources must meet these requirements prior to being identified as an approved source. This item requires engineering source approval in order to maintain the item's quality and technical baseline. It is not possible to draft adequate specifications for the overhaul for a competitive solicitation. Eaton, the OEM, is the only source that has met the defined QRs at this time, and thus has been listed as the only approved source.
Section D: Efforts to Obtain Competition
Market Research was conducted using standard contract repair screening processes. Additionally, market research techniques including Internet websites and databases (including Google.com, Thomas Register, Haystack, FedBizOpps, DSBS, SAM, and FPDS) were queried for potential sources. Known approved sources have been annotated on the current CRSAW and are as follows:
Eaton CAGE: 59875
Government defined pre-award qualification requirements of potential sources have been identified and apply to this item.
Although potential sources will be required to obtain the necessary data independently or otherwise provide proof demonstrating capability via the SAR process. All SAR package submissions submitted prior to contract award will be evaluated in accordance with established processes to ensure the highest level of competition possible. To this date, no SAR packages have submitted.

Section E: Steps to Preclude Future Single Source or Brand Name Awards
Every effort will be continually made in the future to solicit additional sources for the cold-spray rework and overhaul of the F-15 Fuel Pump Housing Section. OC-ALC Engineering continues to utilize resources and manpower to remove barriers that prevent full and open competition.
Section F: Contracting Officer's Determination
