TIL-2. In the attached Single Source Justification, 30 CONS articulated that the HAAS machine was necessary to procure sole source because of familiarity with HAAS machinery and software and reduction of downtime, mistakes, and training costs as a result of standardization.
The 35th Contracting Squadron, Air Force, Misawa Air Base, Japan, in August 2022, posted a notice of intent to sole source (FA520522QB060) for the procurement of a HAAS UMC-750. In the attached Single Source Justification, 35CONS cites the Air Force Metal Technology Office's standardization guidance to procure HAAS CNC machines.
The 4th Contracting Squadron, Air Force, Seymour Johnson AFB, NC, in July 2023, posted a notice of intent to sole source (F3T2EM3201A001) for the procurement of a HAAS VF-4. In the attached Sole Source Justification, 4 CONS notes only that “Phillips Corporation is the sole and exclusive distributor for Haas Automation Inc and Haas Automation Inc is the only manufacturer of this machine which has been determined the only machine that meets the Governments' requirement. No other sources for this system, its parts, or its maintenance are known to the Government at this time.”
The 176th Mission Support Contracting Office, Department of the Army, JBER, AK, in September 2017, issued a notice of intent to sole source (W91ZRU-17-T-4521) for the procurement of a HAAS UMC-750 from Phillips Corporation. This notice referenced a Justification and Approval which highlighted cost savings on training and compatible tooling because their shop already uses another HAAS machine and Air Force personnel are already trained on HAAS machines exclusively.
Moreover, it notes that Phillips is the only distributor of this machine.
Finally, structuring this procurement as a brand name requirement is advantageous to the 305th MXS because leveraging standardized machinery, hardware, and software, organizations can achieve cost efficiency, maintain high quality, and enhance scalability. Additionally, this approach streamlines production while fostering interoperability and repeatability, crucial for integrating new components into existing systems.
Specifically, a brand name procurement strategy is advantageous for the following reasons:
With current 305th MXS Aircraft Metals Technology personnel trained on HAAS hardware and software, procurement of HAAS machines will avoid the need for new training; thereby streamlining production, and minimizing mistakes and accidents caused by lack of familiarity.
Increased familiarity also allows for easier experimentation, modification, and innovation, without risking compromise to overall system integrity.
With other Air Force personnel complying with this standardization guidance, the 305th MXS Aircraft Metals Technology section can facilitate knowledge transfer across the agency.
Sole Source: Phillips Corporation
New HAAS machines are solely acquired from Phillips Federal, the federal contracting department of Phillips Corporation. On the HAAS website, a tool is available to locate distributors, and Philips Federal is the only one available to provide these machines to the federal government. An Internet search confirms that no alternative sources for new HAAS CNC Machines exist.
Lastly, a sources sought notice was posted to SAM.gov for approximately three days. We received four responses to the sources sought notice. Two responses were from companies who offered information about different CNC machines that are not HAAS UMC-750s. Another response, from BHPE LLC, claimed to be able to provide HAAS UMC-750 machines. However, BHPE is not in fact capable of procuring this machine
