About this file
This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) issued by the Department of Veterans Affairs for Acquisition ID 36C244-25-AP-3482. The contracting activity is VISN 4, VA Pittsburgh Healthcare System (VAPHS), University Drive Division, Pittsburgh, PA 15240. The acquisition seeks a 6-month bridge Indefinite Delivery Indefinite Quantity (IDIQ) contract for cardiac and liver perfusion services with a total estimated value of $225,261.75, comprised of $7,009.80 for liver transplant perfusion and $218,251.95 for cardiopulmonary bypass services. The services include clinical, administrative, and educational perfusion support for the VA's Open-Heart Surgery and Liver Transplant Program, requiring 24-hour, 7-day-per-week emergency coverage provided on-site by licensed perfusionists performing in the Commonwealth of Pennsylvania.
The justification supports awarding the contract on a sole-source basis to the incumbent contractor, Biotronics Inc. (UEI: KF9MNLQLWH94), citing the critical nature of uninterrupted perfusion services to patient safety and the timing gap between the expiration of the current contract (36C24420D0012 ending 06/30/2025) and the anticipated award of a new 5-year IDIQ still in the acquisition process. Limited market research was conducted given the short-term bridge requirement; pricing will remain consistent with the current ordering period. The Contracting Officer, Stefanie Carter, certified approval in accordance with FAR 13.106-1(b) on June 12, 2025.
