Single Source Justification (Simplified Acquisition)
FOR OFFICIAL USE ONLY
November 2018 FOR OFFICIAL USE ONLY Page 1 of 2
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 11th Contracting Sqaudron
Project/Program Name: ROMAN CATHOLIC PRIEST SERVICES - ARLINGTON NATIONAL CEMETERY
Purchase Request / Local ID Number: FA7060-21-Q-9000
Estimated Contract Cost (including Options): $249,250.00
Section B: Description of the Supplies/Services Required
This requirement will be fulfilled by a new firm fixed price purchase order to support the United States Air Force (USAF) Chaplain Corps at Arlington National Cemetery (ANC) in providing Roman Catholic Priest Services.
Section C: Justification for Soliciting from a Single Source or Brand Name
The 11th Operations Group (11 OG) at Joint Base Anacostia-Bolling is seeking a qualified contractor to perform Roman Catholic priest services in support of its funeral operations at ANC and associated locations. If not fulfilled, current operations will exacerbate the existing backlog of funeral services delayed due to unforeseen events (i.e. COVID-19 pandemic). The Chaplain office officiates approximately 400 funerals per year during normal conditions. Currently, there is only one Active Duty Catholic Chaplain conducting these services. Fulfilling this supportive position would allow the Active Duty Priest to complete their additional inherently military duties when necessary. Although an Air Force level hi-visible service, no enterprise solutions can be leveraged for this requirement as services are unique to the 11 OG operations in conjunction with USAF Band/Honor Guard agencies. Per industry standard, the personnel/contractor must be a duly ordained Roman Catholic priest in good standing with the bishop of his diocese or the superior of his religious order in the Catholic Church to render services to the general public, and must be endorsed by document (DD Form 2088). Additionally, the contractor must have written proof of permission from his diocesan bishop or religious superior to enter into these services as a priest in addition to being vetted by Archdiocese of Military Services.
Section D: Efforts to Obtain Competition
Several calls and emails were sent to other government agencies that have awarded similar procurements. These government agencies provided multiple points of contact to assist with solicitation methods but these contacts were no longer supporting the local area or have since moved out of the local area.
Contact was also made with the Archdiocese of both Baltimore, Maryland and Arlington, Virginia. These leads proved to be unfeasible sourcing information to proceed with a competitive market based requirement as they informed us they are unable to assign and/ or recruit outside of the local area for the purposes that we require.
The Government also contacted multiple private vendors for a capability assessment and overall interest in such a requirement.
These private vendors produced negative feedback by stating they were either currently employed, retired, uninterested in a part-time position and the scope of work was far to extensive to complete.

Section E: Steps to Preclude Future Single Source or Brand Name Awards
For future performances, the Government and USAF Chaplaincy will expand upon our market research in order to allow more vendors the opportunity to compete in similar performances. The Government and USAF Chaplaincy will also conduct market research into other platforms/venues within the National Capitol Region to broaden the competitive range to other vendors.
