Given the potential threats to military installations and public events, these barriers are crucial for ensuring the safety of personnel and civilians. The product's certification and ease of deployment make it a suitable choice for rapid response situations.
The Pitagone F18 Mobile Vehicle Barrier system is man portable and easily installed. The system requires no separate moving systems or additional components to deploy, move or recover. This system will enhance the safety and security of all personnel and resources at SSFB, will improve security forces capabilities and ensure that vehicles can be safely be re-vectored onto or off the installation. This system will be used to direct traffic, conduct circulation control and increase standoff distance during Random Antiterrorism Measures (RAMs) and increased FPCON actions. It will be utilized to meet DoD requirements for standoff distance and traffic circulation during increased FPCON actions. Additionally these barriers will enhance traffic control during routine and special events and during installation entry control point shutdowns. If this requirement is not fulfilled, 50 SFS will have to utilize concrete barriers to control traffic and standoff distance. This would require assistance from 50th Civil Engineering Squadron (50 CES) and a forklift and would use up valuable time needed to respond to emergency situations to keep the installation safe and secure.
Section D: Efforts to Obtain Competition
A GSA search revealed the Pitagone F-18 mobile vehicle barriers and open storage racks are available from one vendor, Tactical & Survival Specialities LLC, and identified the manufacturer as ARX Perimeters LLC.
These items were not found on NASA SEWP. A sources sought was was posted on SAM.gov as a brand name or equal and nine small businesses responded. Of the nine, only two were found to be technically capable due to lack of information provided or responding with something different than the requirement that they could not be considered an "or equal" products. SAM.gov, Federal Procurement Data System (FPDS) website, and the Small Business Administration (SBA) Dynamic Small Business Search (DSBS) Tools were also used to find potential sources. This market research revealed there are some mobile vehicle barrier systems and storage racks available on the market and some of them meet the characteristics required by 50 SFS. Any offered equivalent must demonstrate the ability to meet or exceed the specified criteria, including weight, rapid deployment, high-impact vehicle stopping capabilities, and ease of portability. Equivalent products will be considered only if they meet these stringent requirements.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Pitagone barriers are proprietary but there are other "or equal" barriers found during market research. To enhance competition in future procurements, market research will be used to monitor developments in mobile vehicle barrier and storage arena to see if other products are available. This strategy ensures that future procurements may benefit from new technological advancements or cost-saving opportunities.
