About this file

This document is a Single Source Justification for a simplified acquisition under the Simplified Acquisition Threshold (SAT) for WaveMark IMS licenses, supplies, and support services for the Interventional Radiology (IR) Department at the Dayton VA Medical Center.

The requirement is for a one-year contract from September 9, 2024 to September 8, 2025, with a total estimated government amount of $149,025.55. WaveMark Incorporated is the only responsible source that can provide the required proprietary WaveMark equipment and support services originally procured under a previous contract. Last Updated: 02/01/22 Page 1 of 1

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106‐1 For

Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

Requirement Title: WaveMark™ IMS Licenses, Supplies and Support Service for IR Dept at Dayton VAMC

Acquisition Plan (ID Number): 36C250‐24‐AP‐2007

1. Contracting Activity:

Department of Veterans Affairs Network Contracting Office (NCO) 10 260 East University Avenue Cincinnati, Ohio 45219‐2637 Station Code: 36C250

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to provide WaveMark™ inventory management system (IMS) licenses, supplies and support service to the Interventional Radiology (IR) Department at Dayton VAMC for one (1) year from 9 September 2024 to 8 September 2025. The total government estimated amount for this requirement to include economic escalation is $149,025.55.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The purpose of this action is to award a one (1) year contract to allow the Technical Acquisition Center (TAC) the time necessary to execute the required full follow‐on contract with multiple option years. The only contractor capable of providing the required licenses and associated support service for the original WaveMark™ proprietary equipment procured under contract 36C25019C0215 is WaveMark Incorporated (UEI‐LGNZKY4RM3U3 CAGE‐6E6K0). Therefore, the contracting officer intends to award a one (1) year contract to WaveMark Incorporated which is a large business IAW FAR 6.302‐1, Only One Responsible Source. No other supplies or services will satisfy agency requirements.

4. Description of market research conducted and results or statement why it was not conducted:

SBA Vet Cert and Dynamic Small Business Search (DSBS) were queried using search terms "WaveMark" which resulted in 0 SDVOSBs and 0 VOSBs. Market research for this requirement was conducted based on coordination with the Technical Acquisition Center (TAC) and other VA Medical Centers who have purchased this requirement previously to get copies of previous contracts. This coordination confirmed that WaveMark Incorporated which is a large business is the sole provider for this proprietary WaveMark™ requirement. Based on this market research, the government intends to award the subject contract for one (1) year to allow the Technical Acquisition Center (TAC) the time necessary to execute the required full follow‐on contract with multiple option years.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
