Single Source Justification (Simplified Acquisition)

No other company possess the unique and proprietary combination of staggered pyramids or control the US Patent rights for use in injection molded manufacturing. The manipulation of the tire tread is a passive capability and unique to FODS Mats.
Based on the information provided herein and Market Research conducted, it is in the best interest of the Government to grant a sole source award to Spartan Composites LLC.
Section D: Efforts to Obtain Competition
The priorities for use of mandatory government sources were utilized in accordance with (IAW) FAR 8.002 and FAR 8.004, yielding zero (0) results for same or similar items. A search of FPDS-NG, highlighted similar foreign object debris based commodities. The items identified did not meet the intent, application or possess the unique capabilities that Barksdale AFB requires for permanent installation. Market research consistently identified Spartan Composites, LLC as the only manufacturer of a foreign object debris control mat that possesses the unique capabilities to mitigate FOD damage to United States Air Force aircraft. Additionally, Spartan Composites, LLC confirmed the FOD Mats are a proprietary design and protected by US Patent 8,061,927 B1. In accordance with FAR 5.207(c)(15) a notice of intent to sole source will be posted on the Government Point of Entry (GPE) for a period of seven (7) days.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
In accordance with (IAW) FAR 10.002(b)(2), a combination of the following techniques will be utilized to preclude future single source or brand name awards.
1. Contact knowledgeable individuals in Government and industry regarding market capabilities to meet requirements.
2. Review the results of recent market research undertaken to meet similar or identical requirements.
3. Publishing formal requests for information in appropriate technical or scientific journals or business publications.
4. Querying the Governmentwide database of contracts and other procurement instruments intended for use by multiple agencies available at https://www.contractdirectory.gov/contractdirectory/ and other Government and commercial databases that provide information relevant to agency acquisitions.
5. Participating in interactive, on-line communication among industry, acquisition personnel, and customers.
6. Obtaining source lists of similar items from other contracting activities or agencies, trade associations or other sources.
7. Reviewing catalogs and other generally available product literature published by manufacturers, distributors, and dealers or available on-line.
8. Conducting interchange meetings or holding presolicitation conferences to involve potential offerors early in the acquisition process.
9. Reviewing systems such as the System for Award Management, the Federal Procurement Data System, and the Small Business Administration's Dynamic Small Business Search.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
