SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD (SAT)

1. Contracting Activity: This document is a justification for single source determination under

Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) for the

Department of the Interior, Bureau of Indian Affairs, Cheyenne River Agency, Transportation

Department in Eagle Butte, SD.

2. Description of supplies or services required to meet agency needs.

We are looking to rent three loaders to assist in the removal of snow on BIA roads, BIA Housing and

BIA Offices . We recently got over 6 inches of snow and snow is predicted all next week.

Anticipated period of performance or delivery date: 11-01-2020 to 03/31/2021

Estimated value of the proposed action: $ 74350.00

3. Identification of the single source to be solicited.

4. Circumstances of the contract that deem only one source reasonably available.

Urgency – The nature of the requirement has been deemed urgent and following competitive procedures would result in unacceptable delays.

5. Rationale. Provide an explanation that supports the reason cited in #4.

The roads department currently has two loaders that are used all year but with the unanticipated early snow fall this week and projected snow we do not have the equipment to adequately move the snow needed in all these areas. The Agency is responsible for 230 miles of BIA roads and

10 miles of Residential Streets and 10 agency building parking areas.

6. A description of the efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.

We called different equipment vendors within 300 miles of our Agency and only one was able to secure the equipment needed, since it is construction season and the tri-state area also has been getting the early snow. They were able to locate three loaders that are available currently for us.

They are willing to hold them for us for 10 days, and then they will release them to anyone, so we need to secure them ASAP. The transportation is not feasible for anything over 300 miles.

These loaders can be delivered immediately for our use.

7. Requirements personnel certification.

I, Jeri Vines , Natural Resource Officer, certify that the technical data which forms a basis for this justification is complete and accurate and meets the Government’s minimum needs.
