About this file

This is a Single Source Justification document for a simplified acquisition by the Air Force Material Command (AFMC) Air Force Sustainment Center (AFSC) in support of the F-35 Joint Program Office. The contracting activity is AFMC AFSC OL:H/PZIEB, and the purchase request local ID number is Alexsys 15205 PRI 24649. The estimated contract cost is redacted. This procurement is not a Bridge Action as defined in the AF Bridge Action Reduction Plan.

The acquisition is for commercial off-the-shelf (COTS) hardware manufactured by Xtreme Engineering Solutions Inc. (X-ES) to support the 521 Software Squadron (521SWES). The required items include one CLIN 0001 XPand1203 Chassis (3U, VPX, development platform for conditioned cooled modules with pass-through backplane and RT3, PN: 90072665-2) and four CLIN 0002 XPand1007 Chassis (3U, VPX, 2-slot conditioned cooled, pass-through backplane, RT3, XPm1520, PN: 90075300-4). The hardware will provide F-35 JPO with card imaging capability required for developing and testing operational functions. Delivery is specified at 60 days after receipt of order (ARO), with manufacturer warranty only and no extended warranty required. The justification for single source procurement cites the essential nature of X-ES equipment for imaging VPX cards during development and testing; technical evaluations of competing brands (Abaco, Annapolis Micro systems, Wakefield Thermal, Elma, Vadatech, Aitech, and Amphenol) determined that X-ES products were superior in meeting critical specifications including SOSA-aligned backplane, Vita standards support, and standardization across affiliated private and government sister locations. Market research included searches of government-wide acquisition contracts, the Quarterly Enterprise Buy catalog, 2GIT, GSA Advantage, and NASA SEWP, none of which yielded viable alternatives. The OEM confirmed products are sold exclusively through a direct single source channel and are not available through resellers. The Contracting Officer, Austin Hurst, determined on March 24, 2026, that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1).

Single Source Justification (Simplified Acquisition)

CONTROLLED UNCLASSIFIED INFORMATION

Section D: Efforts to Obtain Competition

Market research was conducted to identify sources for the required X-ES chassis. Similar products for the following alternate sources were evaluated for technical acceptance: Abaco, Annapolis Micro systems, Wakefield Thermal, Elma, Vadatech, Aitech, and Amphenol. Most chassis do not support the correct Vita standard with several being the older standard(Vita 42) or too new (Vita 67 & 68). Searches were performed across all mandatory government -wide acquisition contracts, including Quarterly Enterprise Buy catalog, 2GIT, GSA Advantage, and NASA SEWP. None of these searches yielded positive results. Subsequently, the program manager contacted the Original Equipment Manufacturer (OEM), who confirmed that their products are sold exclusively through a direct single source channel and are not available via resellers. No Request For information were posted, due to lack of authorized resellers available. Based on this research, it is determined that a single source procurement is the only viable method to acquire this product.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

For reasons stated above, it is not anticipated that future acquisitions supporting the F-35 JPO equipment currently in use by the Air Force could allow for competitive acquisition. However, the government continuously monitors advances in technology. If changes in the marketplace reveal alternative products capable of satisfying the government's requirements, the government will write future requirement description suitable for full and open competition.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
