VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C260-22-AP-0757
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 20
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Vancouver VA Medical Center has (1) 1750 kW, 480 V, Emergency generator that powers the entire Vancouver VA campus in the event of a power outage. This includes the CLC, E-Wing, Transplant lodgers, and the Drug & Alcohol residents of the RRTP/RLTC veterans, all of which are 24/7 residents. The CLC houses, not just elderly care, but hospice care as well. This is a water-cooled generator, and the water pump is failing which will prevent the generator from operating. The estimated cost of the work is $11, 675.27.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
In accordance with FAR13.106-1(b) this procurement will be soliciting from a single source for a requirement not exceeding the simplified acquisition threshold due to urgency. If there was an event that would cause the Vancouver Medical Center to lose power, there would be no emergency back-up power. Which would lead to the degradation of patient and lifesaving care.
4. Description of market research conducted and results or statement why it was not conducted:
Pacific Power Group historically provides regular maintenance on the generator when needed. They were the ones who discovered that the water pump is failing. Upon notification of the failing water pump Eric Lyerla, Chief of Maintenance and Repair for Portland VA Health Care System, asked them to provide a cost estimate for the repair.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. The price will be determined to be fair and reasonable by comparison to a posted price catalog for GSA
