About this file
This document is a Memorandum to the File justifying the use of other than full and open competition for a Navy contract to acquire Terascan licenses from Seaspace Corporation. The Navy Meteorology Oceanography Command requires these licenses to support the Environmental Satellite Receiver Program (ESRP), which enables the Navy to ingest, process, and display meteorological satellite data from polar and geostationary assets. The licenses are proprietary, exclusive to the Navy's Fleet Numerical Meteorology and Oceanography Center (FLENUMMETOCEN), and are critical for mission-essential functions.
The justification cites three key reasons for sole-source procurement: restrictive rights (proprietary technology), exclusive licensing agreements, and the urgent and compelling nature of the requirement. Without these licenses, the Navy's mission to predict and exploit the physical battlespace for warfighting superiority would be compromised. The temporary licenses expire on May 27, after which satellite data processing for tactical imagery would cease. The contract value is $29,368.69, awarded on May 23, 2025, under solicitation N6883625CS003 to Seaspace Corporation, located in San Diego, California.
