About this file
This is a Justification and Approval (J&A) document for a sole source contract awarded to a TRICARE-affiliated company for medical services support to the United States Military Training Mission (USTMM) in the Kingdom of Saudi Arabia.
The contract is a new, individual fixed-price agreement valued at $1,817,879.07, consisting of a 12-month base year plus four one-year option periods, authorized under 6.302-1 of the Federal Acquisition Regulation (FAR) for "Only One Responsible Source." The contracting activity is USTMM Contracting, with the program identified as the USTMM Community Clinic (UCC). The sole source contractor will provide one Full-Time Equivalent (FTE) for each of the following medical positions: Physician(s), Nurse(s), and Pharmacist(s), as specified in the Performance Work Statement. The justification identifies the Specialized Medical Center (SMC) as the only TRICARE-affiliated hospital in the Riyadh area capable of providing the required medical personnel and services. The acquisition supports USTMM's mission to provide medical care to 24 mission partner organizations under the 1977 Accords. Market research confirmed that only SMC among TRICARE providers in Riyadh can provide the required FTE filing strategy and medical services. The government will determine fair and reasonable pricing using FAR 15.404-1 procedures, comparing prices to the predecessor contract and analyzing proposed labor rates against regional market data for medical professionals. No publicized notice will be issued under the FAR 5.202(a)(12) exception for contract actions performed outside the United States by local sources.
