Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Section B: Description of the Supplies/Services Required

Specialized custom built to specifications trailers are used to transport target vehicles on bombing range. Vehicles are representative targets for airborne launched weapons from USSOCOM platforms. The trailers are custom built with elongated tongues to separate the target vehicle from the remote controlled tow vehicle to reduce potential damage during ordnance explosion. Trailers also have additional custom hook up points at the rear to allow tandem use of a secondary trailer for higher yield ordnance. This requirement is for 12 trailers to be delivered to China Lake Test Range, CA and 12 delivered to Tonopah Test Range, NV, for a total of 24 trailers delivered NLT 18 May 2017.

Section C: Justification for Soliciting from a Single Source

As the testing of explosive ordinance is increasing yield capability, the number of target trailers has been reduced drastically, therefore creating an unforeseen circumstance of shortage of trailers for operational testing. In order to meet the next scheduled test, on 10 May 2017, this acquisition needs to be solicited from an already tested source, otherwise it would have to go through an extensive first article inspection from any other supplier. To continue operational testing, USSOCOM has a urgent need for 24 trailers at two of the three primary test ranges. Wester Fleet Services Inc; Desert Haven trailer company has produced these trailers in the past with quick turnaround and at quality/sturdiness needed to withstand the testing environment. It is a logical follow-on to meet this requirement on time. While other companies may be able to produce the trailers, the delivery of , inspection and acceptance of a first article trailer would severely impact the USSOCOM testing program. Due to the up-tempo of operations, the test range has no flexibility in rescheduling events.

Section D: Efforts to Obtain Competition

Although this requirement will be a sole source based on an immediate need, an IDIQ contract is anticipated using competitive or SBA 8(a) procedures to fulfill the need in future acquisitions.

Section E: Steps to Preclude Future Single Source Awards

A follow-on IDIQ contract is anticipated using competitive or SBA 8(a) procedures after this purchase.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
