About this file

This document is a Sole Source (Including Brand Name) Justification for a three-year training contract with Monaco Enterprises, Inc. The Air Force Civil Engineer Center seeks to procure specialized training for Electrical Systems military and civilian personnel on Monaco fire alarm and mass notification systems, specifically covering the BT-X Frequency Shift Key Multi Application Transceiver, D-21 Central Receiving and Management System, and MAAP-X addressable Mass Notification System Fire Alarm Control Panel.

The training will include comprehensive hands-on labs for installation, programming, testing, troubleshooting, and maintenance of these systems. The procurement is being pursued as a sole source contract because Monaco Enterprises is the only vendor capable of providing the required training, with a detailed training package that includes topics such as electrical safety, system overview, database design, incident processing, and network connections. The contract will be funded through Operations and Maintenance funds, and the Air Force conducted market research including a sources sought notice and direct communication with Monaco, which confirmed they have no authorized training providers.

The use of a BPA will be used for this purchase order and will be funded with 3400 funds (Operations and Maintance).

IV. Statutory authority permitting other than full and open competition.

DAFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). Only one responsible source and no other supplies or services will satisfy agency requirements.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The acquisition of Monaco fire alarms is a critical requirement for ensuring the security and safety of personnel in USAF facilities. The unique qualifications and nature of this acquisition necessitate the use of a sole source procurement method.

The Monaco fire alarms are an indispensable piece of equipment for providing security in emergency situations. They enable mass broadcasting of alarm sounds, which is crucial for alerting personnel and ensuring their safety. The absence of these alarms would compromise the safety of the buildings and their occupants.

The buildings requiring these alarms require personnel with the necessary training to safely and properly manage these systems. This training requirement is a critical component of the acquisition, and it is essential that the selected vendor can provide the necessary training to ensure that dedicated personnel are knowledgeably trained to operate and maintain the systems.

The training requirements for the Monaco fire alarms are specific and cannot be met by other vendors. The training package listed in the procurement package is tailored to the Monaco fire

A Class J&A has been created, which covers all USAF facility fire alarm panel purchases through 30 September 2026. This J&A demonstrates that the procurement of Monaco fire alarms is a justified sole source acquisition, as it is essential for meeting the critical safety and security needs of USAF and government facilities.

Monaco Enterprises, Inc. is the only vendor capable of fulfilling the training requirements for the Monaco fire alarms. The creator of these alarms (Monaco Enterprises, Inc.) has the best knowledge of the systems to ensure that the training provided is comprehensive and effective, which is essential for ensuring the safety and security of personnel.

The expected procurement of over the next five years, with a total estimated spend of

, demonstrates the significant scope and scale of this acquisition. The sole source procurement method is necessary to ensure that the procurement is managed efficiently and effectively, given the unique requirements and constraints of this acquisition.

The unique qualifications and nature of the acquisition, including the essential equipment, lack of trained personnel, unique training requirements, Class J&A, exclusive capability, and large-scale procurement, justify the use of a sole source procurement method for the acquisition of Monaco fire alarms training. Monaco Enterprises, Inc. is the only vendor capable of meeting the critical safety and security needs of USAF facilities, and their selection is essential for ensuring the safety and security of personnel.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

In an effort to solicit offers from as many potential sources as practicable, the Air Force conducted thorough market research beginning in November 2024. The following steps were taken to ensure a competitive solicitation process.

A sources sought notice was posted on SAM.gov on November 22, 2024, under the reference number FA8051_MonacoHVCATrainingSourcesSought. The notice outlined the Air Force's requirement for Monaco Mass fire alarm system training and provided a detailed Statement of Objectives.

The sources sought notice required respondents to specify their authorization and capability to perform training for Monaco Mass fire alarm systems. Additionally, respondents were required to demonstrate their ability to provide software, tools, and parts necessary for system compatibility and fulfill all services outlined in the Statement of Objectives. Only one response was received in response to the sources sought notice this was Monaco Enterprises, Inc.

The response was evaluated, and it was determined that the respondent had the capability to fulfill the requirement, including training on Monaco brand systems.

Further market research was conducted by communication with the Program Manager. They stated that previous purchases had been made using the Government Purchase Card (GPC).

A Class J&A was created, which covers all USAF facility fire alarm panel purchases through September 30, 2026.

On May 8, 2024, written confirmation was received from Monaco stating that they do not have any authorized providers for their training and that a sole-source procurement would be necessary.

Through these efforts, the Air Force has ensured that all practicable steps have been taken to solicit offers from potential sources, ultimately leading to the determination that a sole-source procurement is necessary due to Monaco's lack of authorized training providers.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer will determine the price for this award to be fair and reasonable in accordance with the proposal analysis techniques in FAR 13.106-3.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

The following market research was conducted:

-Sources Sought Notice posted in October of 2024 only person to respond with the capability of fulfilling this requirement was Monaco Enterprises, Inc.

-Internet Search -Previous contracts in place specifying the use of Monaco Fire alarms (Class J&A approved) -Contacted Monaco directly on 11/19/2024 for a brochure and detailed description of possibilities.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

None.

X. List of any sources that expressed, in writing, an interest in the acquisition.

See section VI above.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The Air Force will continue to research the marketplace on a continual basis to determine if other sources other than Monaco Enterprises, Inc. can provide these training services. This includes conducting market research prior to exercise of future option periods.

Switching to a different company or buying a new system would not be in the government's best interest.

Adopting a different equipment system for fire alarms would not satisfy agency requirements based on the governments use of only Monaco fire alarms purchased by a Class J&A.

There would be a need to train personnel on multiple sets of equipment and software, this would not be prudent from a category management perspective, as it would result in increased costs and resources.

Furthermore, the time and effort required for transitioning to a new system may lead to disruptions in our operations and potential delays in making critical decisions and upgrades.

The AFCEC Force Development Division will continue purchasing Commercial of the Shelf (COTS) training through Monaco Enterprises with the GPC. This is not beneficial to the government as there is a considerable amount of administrative workload individually purchasing training seats per year for the program manager, cardholder, and approving official (AO). This process is inefficient to a contract as well as the potential savings lost purchasing COTS versus a negotiated contract.

IAW DFARS 213.501(a)(i) and DFARS PGI 206.304 (a)(S-70) the approval authority has determined the
