Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 379 ECONS
Project/Program Name: Custodial Services
Purchase Request / Local ID Number: FA5702-21-P-0058
Estimated Contract Cost (including Options): $1,352,358.08
Section B: Description of the Supplies/Services Required
This J&A will result in a Sole Source contract in the amount of $1,352,358.08 awarded to Tamimi Global Co. LTD. This contract will consist of a 5-month base period and three option periods consisting of one month each. Custodial Services include cleaning and presenting a neat, professional appearance for non-carpeted floors, carpeted floors, stairways/elevators, floor mats, restrooms and locker rooms. Cleaning and disinfection of all surfaces of sinks, toilets, urinals, lavatories, showers, shower mats, dispensers, plumbing fixtures, saunas, partitions, doors, walls, and stalls, stall doors, entry doors, and other such surfaces.
Custodial services include trash collection and removal. The Contractor shall also ensure that the restrooms are stocked sufficiently so any provided supplies (including toilet tissue, paper towels, and hand soap) do not run out.
Section C: Rationale for Soliciting from a Single Source or Brand Name
According to FAR 13.106-1(b) Contracting Officers may solicit to one source when it has been determined that it is the only reasonably available source. The most economical course of action to prevent a 5 month gap in custodial services is to award a bridge contract to the incumbent contractor. The current Custodial contract period of performance ends on 29 March 2021. This requirement has been absorbed into the Installation Support Service (ISS) requirement, and will be awarded via an Air Force Contract Augmentation Program (AFCAP) Task Order with an estimated award of 1 June 2021. Accounting for a 90-day transition to Full Operational Capability (FOC), the custodial service gap will continue until 30 August 2021. Three one-month option periods are being included in this bridge contract to maximize flexibility in the event of an unforeseen delay in awarding the AFCAP Task Order. The current Custodial contract, FA5702-15-C-0003, ends on 29 March 2021 and the AFCAP contract has an anticipated FOC of 30 August 2021.
Section D: Efforts to Obtain Competition
The most economical course of action to prevent a 5-month gap in custodial services is to award a bridge contract to the incumbent contractor. The time and effort required to solicit, award, and administer a contract for this short amount of time would not be a prudent use of resources. The same monthly pricing will be applied to the bridge contract as the current, competitively awarded contract, and has been considered fair and reasonable by the contracting officer.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The Custodial requirements will persist indefinitely into the future for this installation. Custodial requirements within the scope of this action have been absorbed into the ISS requirement and is under an AFCAP managed source selection as of the date of this document. All future Custodial Services contracts will be competed using procedures consistent with FAR 6 competition requirements.
