About this file
This Single Source Justification (Simplified Acquisition) document outlines a critical procurement for the Cannon Air Force Base Fire Department. The contract is for leasing one ARFF P-19 1,500 crash vehicle for a 9-month period from 1 March to 31 December 2025, with an estimated contract cost of $83,000.00. The urgent requirement stems from a severe shortage of operational crash trucks, with 5 out of 7 vehicles currently in maintenance, leaving only 2 operational vehicles to respond to emergencies across Cannon AFB and MAFR.
The document details the fire department's diminished firefighting capabilities, noting that the current fleet cannot meet FAA requirements for aircraft rescue and firefighting (ARFF) response. After conducting extensive market research, including checking GSA-listed contractors, excess agency vehicles, and directly contacting fire truck vendors, only Company Two Fire provided a quote matching the required specifications. The contracting officer determined that a single source procurement is justified under FAR 13.106-1(b)(1) due to the critical nature of maintaining fire response capabilities and the potential risk to personnel and government assets.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 27 SOCONS/PKA
Project/Program Name: ARFF P-19 1,500 Lease
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options): $83,000.00
Section B: Description of the Supplies/Services Required
NSN: 4210-01-681-2089 - One (1) ARFF P-19 1,500 crash vehicle lease
PoP: 1 March to 31 December 2025 (9 months // 305 days) - Initial lease period of 3 months required with optional 6 months to meet 9 months of total use. Follow on sustainment costs are predicated on successful repair and return-to-service of 27 SOCES/ CEF's ARFF fleet (5 of 7 are out-of-service with lengthy repairs required).
Section C: Justification for Soliciting from a Single Source or Brand Name
FAR 6.302-2(a)(2) - The Cannon AFB Fire Department is currently facing a critical shortage of operational crash trucks, resulting in a significant imbalance in their fire response capabilities. This shortage poses a substantial risk to the safety of the personnel and assets.
Currently, 5 out of 7 crash trucks are in maintenance, leaving only 2 operational vehicles to respond to emergencies across two locations - Cannon AFB and MAFR. A loaner vehicle from Goodfellow AFB is being utilized, but this temporary solution is insufficient to meet CEF's response needs. Moreover, the loaner ARFF will be returned to Goodfellow AFB Fire Department by the end of February. The loaner vehicle does not provide the same level of capability and reliability as a fully functional fleet.
The required firefighting gallonage required is dependent on the largest assigned aircraft (i.e., C-130) or the largest transient aircraft with a specific number of landings and take-offs in a year period. Though it does not meet the threshold for gallonage requirements the Boeing 767 is a regular rotator aircraft that requires a minimum of 3 ARFF trucks responding per Federal Aviation Administration's (FAA) Circular AC150/5220-4B_AAS 100. The C-130, and variants, require a minimum 1st-strike agent of 3,740-gallons. Cannon FES can achieve this gallonage total with a combination of the following vehicles.
Crash-3 -- 500-gallons (out-of-service)
Crash-5 -- 1,500-gallons (out-of-service)
Crash-7 -- 3,300-gallons (out-of-service)
Crash-8 -- 1,500-gallons
Crash-9 -- 1,500-gallons
Crash-11 -- 3,000-gallons (out-of-service)
Crash-12 -- 1,500-gallons (out-of-service)
The remaining in-service vehicles are distributed to FES mission as: CAFB - Cr-7 + Loaned P-19 (sub for Cr-12) for a total of 4,800-gals available; MAFR - Cr-8 & Cr-9 for a total of 3,000-gals avail. Without the presently loaned P-19 from Goodfellow AFB, CAFB would meet gallonage requirements with Cr-7 but does not meet number of ARFF vehicles required on scene. Gallonage at MAFR is at a reduced level of service but within agency accepted risk tolerance. Additional vehicle outages will cripple FES'
April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 3April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 3 ability to deliver airfield/aircraft services to CAFB and MAFR presenting the 27 SOW with the extremely high potential for loss of life or loss of government assets/property. Additionally, Cr-7 also went out of service recently, now significantly reducing our gallonage and number of vehicles required for landing.
The triangle effect of risk, mission, and resources should be in-balance to have less risk. The reduction in the fire response capabilities has significant implications for our mission and risk posture. Our mission remains unchanged, as the 27 SOW must continue to fly and train at current levels. However, our decreased resources have resulted in an increased risk to our personnel and assets. The triangle of risk, mission, and resources is out of balance, with:
• Resources decreased due to maintenance needs
• Mission unchanged
• Risk increased
Section D: Efforts to Obtain Competition
Committee for Purchase From People Who Are Blind or Severely Disabled:
- Committee for Purchase From People Who Are Blind or Severely Disabled rendered zero results ARFF truck
Excess from other agencies:
- Typically, the USAF maintains "command spare" ARFF vehicles that fall under the ARFF fleets' Allowance Source Code 034.
AFCEC manages use and distribution of the 034 assets; however, the FES Operations Program Manager advised CAFB that no 034 assets are available 27 SOCES FES to use. Moreover, Mr. Hearn (Operations Program Manager, DAF Fire & Emergency Services) stated that, "We have become more stringent on using our 034 Contingency Assets for backfill purposes as it hinders “real-world” priority missions. We have 5 assets and VSCOS and our office have agreed that these vehicles are in standby for those priority missions versus backfill. VSCOS and our office also agree that the best COA is utilization of rent/lease options to alleviate sourcing these vital assets so they can remain available for active crises."
