About this file

This document is a Single Source Justification (Simplified Acquisition) for the PACAF A4XP FTMP project, justifying a sole-source contract with Infinite Technologies for CAFDex, an advanced fuel transaction management program. The procurement is for a blockchain-based software solution designed to streamline fuel acquisition and logistics for the Department of Defense, with an estimated contract value of $148,048.00. The Contracting Officer determined that Infinite Technologies is the only available source capable of producing CAFDex, which meets stringent NSA and DoD security requirements.

Market research confirmed Infinite Technologies as the sole provider, with other small businesses offering only customizable software options at higher costs. The justification notes that while future acquisitions will include ongoing market research to promote competition, the current solution remains in the government's best interest due to its ability to efficiently meet operational needs. The contract was issued by the 766 Enterprise Sourcing Squadron, with the Contracting Officer, Staff Sergeant Gregory Bishop, signing the document on 11-Jun-2025, referencing FAR 13.106-1(b)(1) for the single-source determination.

Section B: Description of the Supplies/Services Required

CAFDEX is an advanced fuel transaction management program specifically designed for the United States Department of Defense. By harnessing the power of blockchain technology alongside real-time analytics, CAFDex aims to streamline the process of fuel acquisition, boost supply chain transparency, and significantly reduce associated costs. This innovative solution is poised to support the military's digital transformation initiatives, ensuring more efficient and effective fuel logistics management. CAFDEX not only optimizes operational efficiency but also enhances decision-making processes through access to real-time data insights, allowing for quicker adaptations to changing fuel demands and conditions. As the DoD continues to evolve its practices and integrate modern technologies, CAFDex stands out as a key player in this transformative journey, setting new standards for fuel management in defense operations.

Section C: Justification for Soliciting from a Single Source or Brand Name

Referencing FAR 13.106-1(b)(i) the Contracting Officer was required to determine if circumstances deemed only one source reasonably available. In accordance FAR 6.302-a(1), the Contracting Officer made the determination that Infinite Technologies is the only available source to produce CAFDex.

Section D: Efforts to Obtain Competition

Market research has been completed and Infinite Technologies is the only provider of CAFDex, limiting competition and opportunities to other small businesses. Other small businesses only offered customizable software options which increased cost which is not advantageous to the Government.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Currently, no alternative infrastructure meets the stringent NSA and DoD security requirements while synchronizing with "or equal" software licenses. While future infrastructure acquisitions will include market research for more agile and flexible solutions, continuous market research will also assess comparable products and vendors to promote competition, adhering to FAR 6.1 if a viable alternative emerges. Until then, utilizing Infinite Technologies Inc's CAFDEx FHPM and FTPM software remains in the Government's best interest due to its proven ability to efficiently meet current operational needs.
