About this file

This document is a Memorandum to the Contract File for Purchase Order 70LGLY25PGLB00199, issued by the Federal Law Enforcement Training Center (FLETC). The document justifies a single-source procurement from Advance Boat Trailers in Jacksonville, Florida for fitting and configuring 4 boat trailers for FLETC's 25-foot Safeboats. The trailers must accommodate a full cabin, include a vertical winch stand, and have a boarding ladder. FLETC already has two existing trailers from this vendor, and the procurement aims to leverage consistency in training, safety, and operations across their Safeboat fleet. The contracting officer determined that soliciting from a single source is in the best interest of the government under FAR 13.106-1(b), citing benefits such as minimized travel distance, transportation time, and costs, while utilizing a local vendor familiar with the specific trailer configuration required.

MEMORANDUM TO THE CONT RACT FILE

PURCHASE ORDER: 70LGLY25PGLB00199

SUBJECT: FAR 13.106-1(b), Soliciting from a single source

1. IAW FAR PART 13.106-1(b), Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

2. Federal Law Enforcement Training Center’s (FLETC) Driver and Marine Division (DMD) requires the fitting and configuration of 4 boat trailers to the centers 25-foot Safeboats.

3. Utilizing a local vendor will minimize travel distance, transportation time, costs, and disruptions to currently scheduled classes. FLETC will transport each boat to the vendor's location to ensure the trailer is properly fitted. The vendor is responsible for configuring each trailer to accommodate one FLETC 25-foot Safeboat with a full cabin. Additionally, the trailer must be equipped with a vertical winch stand and a ladder for boarding the vessel.

4. Market Research was conducted within the local area and one vendor, Advance Boat Trailers, met the requirement. Advance Boat Trailers is located in Jacksonville, Florida.

FLETC currently has 2 trailers from Advance Boat Trailers and there is a benefit in training, safety and operations in utilizing the same equipment and configuration across the Safeboat fleet. In addition, Advance Boat Trailer is familiar with the trailer configuration required.

4. It has been determined by the undersigned that this award to Advanced Boat Trailer under FAR 13.106-1(b) is in the best interest of the government.
