United States Department of Agriculture Single Source/Brand Name Justification
Less Than the Simplified Acquisition Threshold (SAT) FAR 13.106-1(b)(1)
Control No. (if applicable) ______________________
1. Identification of the agency and the contracting activity.
R5, Fire and Aviation Management, Regional Air Quality
2. Description of supply or service required to meet the agency’s needs.
The Met One Instruments, Inc model E-BAM automatically measures and records airborne PM10 or PM2.5 particulate concentration levels using the principle of beta ray attenuation. This method provides a simple determination of concentration in units of milligrams of particulate per cubic meter of air. The R5 Regional Air Quality group use these instruments to support fire events and fulfill our obligation to the public and partner agencies for smoke management during wildland and prescribed fire. The E-BAM is designed as a simple, compact, and self-contained beta gauge, for portable applications where rapid deployment and short interval real-time measurements are required. The R5 Air quality program quickly responds to fire events by deploying the E-BAM in various locations to inform the public and fire officials of the smoke concentration in the area. A primary design use for the standard E-BAM is for tracking smoke and ash plumes from wildfires, prescribed burns, agricultural burns, and even volcanic activity.
The E-BAM has software that communicates with our iridium modems that provide a real time uplink to a website.
3. Rationale or circumstances for limiting competition.
The Met One E-BAM is designed to satisfy users, regulators and those from the health community by providing truly accurate, precise, real-time measurement of fine particulate matter automatically.
The E-BAM offers the following advanced features:
1. Accuracy and precision consistent with US-EPA requirements for Class III designation for PM2.5.
2. Real-time, accurate results without correction factors, regardless of season or geographic location.
3. True ambient sampling provides accurate measurement of semi-volatile nitrates and organic compounds.
The Met One E-BAM is used by the FS national smoke management program along with all other regions. These units are also the product of choice with other agencies and partners in smoke monitoring including the EPA, NPS, California Air Resource Board (CARB), and all the air districts in
CA.
4. Description of the market research conducted and the results or a statement of the reason market research was not conducted.
By doing an online search for particulate matter monitors, the monitors that were found do not provide an accurate measurement. The machine will need to be able to predict the concentrations according to U.S. EPA Federal Equivalent Method (FEM) for continous particulate matter 2.5 microns. The EBAM is a less expensive alternative than a permanent none mobile FEMs along with having the required portability.
5. Estimated price, including all options, if applicable.
The cost for one E-BAM is $12,416.50, this is with a 5% discount. The price includes the monitor, tripod, PM10 inlet head, temperature/pressure sensor, wind speed and direction sensor, and roll of filter tape. These items are needed to deploy the monitor for a fire incident.
