About this file

Summary

This is a Notice of Intended Single Source Purchase filed by the State of Florida Department of Transportation, District Six Contracts Office. The North Dade Maintenance section seeks to replace and install a debris tank and repair the vacuum relief system on a 2018 Vac-Con Vactor truck. The Vactor is essential to North Dade's daily maintenance operations, routinely removing sediment and debris from drainage structures along the state roadway system, particularly in flood-prone and low-lying areas including Miami Beach where maintaining clear stormwater systems is critical to preventing roadway flooding during heavy rain events. The purchase is characterized as a one-time acquisition. The notice was posted on August 6th, 2026, with vendor information required by 5:00 p.m. (EST) on Monday, August 17th, 2026, establishing a 7 business day posting period in accordance with Florida Statutes section 287.057(3)(c). Contact information for inquiries is provided through the District 6 Contracts Office at D6purch@dot.state.fl.us or the mailing address at 1000 NW 111th Avenue, Miami, Florida 33172.

The estimated total cost for this project is $92,155.00. The intended sole source is Vac-Con/Southern Sewer Equipment Sales, the authorized dealer for Vac-Con equipment sales, parts, and service throughout Florida excluding the panhandle region. The justification for the single source acquisition is based on manufacturer specifications requiring that when debris tank wall thickness falls below 3.5 mm, the tank must be reinforced or replaced to ensure safe operation, combined with seized vacuum relief valves creating operational and safety concerns. Vac-Con is the sole authorized service provider capable of utilizing manufacturer-approved components and service procedures necessary to restore the equipment to safe and reliable operating condition while extending the unit's service life.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

The North Dade maintenance section is requesting approval for the replacement and installation of a debris tank and repair of the vacuum relief system on a 2018 Vac-Con Vactor truck at a total cost of $92,155.00. During a recent inspection conducted by Vac-Con, several areas on the top portion of the debris tank were found to have steel thickness measurements below 3.5 mm. Per manufacturer guidance, once the tank wall thickness falls below this threshold the structural integrity of the tank is considered compromised and the tank should be reinforced or replaced to ensure safe operation. The inspection also determined the vacuum relief valves on the unit are seized and no longer allow the system to properly relieve vacuum pressure, creating both an operational and safety concern.

This Vactor truck is essential to North Dade’s daily maintenance operations and is routinely used to remove sediment and debris from drainage structures along the state roadway system. The unit plays a critical role in maintaining drainage capacity in flood-prone and low-lying areas, including Miami Beach, where keeping stormwater systems clear is vital to preventing roadway flooding during heavy rain events. Without a fully operational Vactor unit, the department’s ability to maintain drainage infrastructure and respond to restricted drains would be significantly impacted.

The replacement and repair must be performed by Vac-Con/Southern Sewer, as they are the sole authorized dealer for Vac- Con equipment sales, parts, and service within the State of Florida, excluding the panhandle region. Utilizing the authorized dealer ensures the use of manufacturer-approved components and service procedures necessary to restore the equipment to safe and reliable operating condition and extend the service life of the unit.
