About this file

This is a Single Source Determination and Finding document for a noncommercial acquisition under simplified procedures issued by the Department of Veterans Affairs, Network Contracting Office (NCO) 10.

The acquisition addresses facility repairs at Richard L. Roudebush VA Medical Center in Indianapolis, Indiana, with a government cost estimate of $39,895.40. The project scope includes the removal of seven limestone blocks located across two separate locations on the property, with removal potentially requiring scaffolding or lift equipment for safe access. Following removal, an engineer will inspect each location for structural or material damage, and Exterior Insulation and Finish System (EIFS) restoration will be completed based on inspection findings and recommendations. The project also encompasses repair of concrete masonry blocks in the patient garage. The contracting officer, Luke Turner, determined single-source award authority under FAR 13.101(b) is appropriate because the damaged façade at the 10th Street entrance is actively crumbling and falling, creating a safety hazard. An existing separate contract maintains scaffolding to protect facility entrants while this contract investigates the full extent of damage to identify long-term repairs necessary to restore area safety. The acquisition plan action ID is 36C250-26-AP-3464, with an effective date of December 30, 2025.
