About this file

This is a Single Source Determination document using Simplified Acquisition Procedures for NOAA's purchase of davit components for the NOAA Ship Oscar Dyson.

The Department of Commerce, NOAA Acquisition and Grants Office, Eastern Acquisition Division, and the Office of Marine and Aviation Operations require replacement components to convert an existing small boat davit system. The procurement includes a replacement boom assembly and hydraulic cylinder compatible with the current davit system, along with associated hardware, fittings, integration components, engineering support, technical data, and installation guidance. The modification is necessary because the current davit configuration, designed for a smaller open-hull vessel, cannot safely handle the size, weight, and configuration of a new work boat. The Government estimates the total contract value as approximately [amount not specified in document].

Allied Systems Company of Sherwood, Oregon, the Original Equipment Manufacturer of the existing davit system, is the sole source contractor for this firm fixed price award. The single source justification is based on compatibility requirements—OEM components are manufactured to precise engineering specifications and load ratings that ensure direct compatibility with the installed davit system without requiring structural vessel modifications. Non-OEM alternatives would necessitate significant structural and mechanical modifications introducing unacceptable technical risks, including misalignment and improper load distribution that could compromise operational safety and equipment reliability. Additionally, non-OEM substitution would require redesign, reengineering, and recertification, resulting in schedule delays and increased costs. Market research conducted March 23, 2026, confirmed Allied Systems' OEM status and that the company uses no authorized dealers. A Notice of Intent to Sole Source was posted to SAM.gov on March 31, 2026, and closed April 14, 2026, with no responses received.

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(B)(1))

PR 140802-26-0233

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office, Eastern Acquisition Division and the Office of Marine and Aviation Operations.

2. Description of supplies or services required to meet agency needs (including the estimated value).

OMAO has a requirement to purchase major components to convert a small boat davit for use on the NOAA Ship Oscar Dyson. The Government intends to award a sole source, firm fixed price contract to Allied Systems, who is the Original Equipment Manufacturer (OEM), for a replacement boom assembly and hydraulic cylinder.

The required supplies include, at a minimum, a replacement boom assembly and hydraulic cylinder compatible with the existing davit system, as well as any associated hardware, fittings, and integration components necessary to ensure full operational capability. The effort may also include engineering support, technical data, and installation guidance required to ensure proper fit, function, and safety compliance.

The modification is necessary because the current davit configuration is designed for a smaller, open-hull vessel and is not capable of safely handling the size, weight, and configuration of the new work boat. Replacement of the davit boom assembly is required to meet operational and safety requirements.

The Government estimates the total value of this requirement to be approximately

4. Supporting rationale. Only one source is reasonably available as detailed below:

Compatibility to existing systems or equipment - Allied Systems is the OEM of the existing davit system installed aboard the NOAA Ship Oscar Dyson. The required boom assembly and hydraulic cylinder are OEM-designed replacement components that are fully compatible with the existing davit configuration.

140802-26-0233

Use of Allied Systems components ensures direct compatibility with the current system without requiring structural modifications to the vessel. The OEM components are manufactured to the precise engineering specifications, load ratings, and interface requirements of the installed davit system, which is critical to maintaining safe and reliable launch and recovery operations.

Non-OEM components are not designed to integrate with the existing davit system and would require significant structural and mechanical modifications to the vessel. Such modifications would introduce unacceptable technical risk, including potential misalignment, improper load distribution, and degraded system performance. These risks could compromise operational safety, reduce equipment reliability, and increase lifecycle costs.

Additionally, substitution with non-OEM components would likely necessitate redesign, reengineering, and recertification efforts, resulting in schedule delays and increased costs. This would adversely impact mission readiness and the vessel’s ability to support NOAA and Department of Commerce operational requirements.

Accordingly, Allied Systems is the only source reasonably available to meet the Government’s requirement without unacceptable delays, costs, and technical risks.

5. Market Research.

The Contract Specialist contacted Allied Systems on March 23, 2026 to confirm that the company is the OEM on the required davit arm and hydraulic cylinder and that the company does not use authorized dealers. The contractor responded the same day stating that the company was the OEM and Allied Systems does not use dealers of any kind.

A Notice of Intent to Sole Source with Allied Systems was posted to SAM.gov on March 31st and closed April 14, 2026 with no responses received.
