About this file
This is a Single Source Determination document for an emergency acquisition of commercial services by the Department of Commerce, NOAA Acquisition and Grants Office (AGO), Western Acquisition Division (WAD), and the National Marine Fisheries Services (NMFS), Northeast Fisheries Science Center (NEFSC).
The requirement involves specialized jetting operations to clear obstructions and restore functionality within seawater intake line #2 at the James J. Howard (JJH) Marine Sciences Laboratory in Sandy Hook, New Jersey. The existing 6-inch Schedule 80 PVC seawater intake lines require immediate targeted intervention including safe mobilization, inspection, and specialized jetting services. The work must commence within 15 days of contract award and be completed no later than 30 days after that date. A firm-fixed-price (FFP) contract is contemplated, with the total estimated value for materials and labor redacted from the document.
Caldwell Marine International LLC (SAM UEI: J9LPP2V9M1K7, located at 1333 Campus Parkway, Wall Township, NJ 07753) has been identified as the sole source. The single-source justification is based on urgency—the James J. Howard facility currently has zero operating seawater intake lines and cannot pump seawater into the lab, creating catastrophic risk to critical marine research, aquaculture experiments, and animal welfare. Caldwell Marine possesses successful prior performance history with NOAA at the Sandy Hook facility, is local to the area, maintains boats and equipment at the Sandy Hook location, and can mobilize within the required 15-day timeframe. The contracting officer conducted market research through a sources sought notice posted August 19, 2026, with responses due August 24, 2026, but determined two responding vendors (Industrial Quality Control Tech and BHPE LLC) lacked the necessary capabilities. The determination was digitally signed by Contracting Officer Hannah Montoya on September 3, 2026.

(AUTHORITY: RFO FAR 12.102(a))
REQUIREMENTS-26-3483
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office
(AGO), Western Acquisition Division (WAD) and National Marine Fisheries Services (NMFS), Northeast Fisheries Science Center (NEFSC).
2. Description of supplies or services required to meet agency needs (including the estimated value). The existing 6-inch Schedule 80 PVC seawater intake lines have experienced operational constraints, requiring immediate targeted intervention on line #2. The objective of this requirement is to safely mobilize, inspect, and perform specialized jetting operations in an effort to clear obstructions and restore functionality within seawater intake line #2. This is an emergency requirement and work must commence within 15 days of contract award and be completed no later than 30 days after that date. A firm-fixed-price (FFP) contract is contemplated. The total estimated value of materials and labor is .
3. Identification of the single source or the brand name to be solicited.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Urgency – The nature of the requirement has been deemed urgent due to unusual and compelling circumstances. Following competitive procedures would result in unacceptable delays resulting in serious injury to the Government.
The James J. Howard (JJH) Marine Sciences Laboratory, located at Sandy Hook, NJ, relies on continuous, uninterrupted seawater delivery to support critical marine research, aquaculture, and experimental habitats. The facility is actively engaged in a number of scientific experiments that involve the husbandry of marine fishes and invertebrates, which requires a significant amount of seawater on a regular basis. Its systems require continuous seawater flow, and interruption of this flow will have catastrophic impacts on not only the experiments themselves, but the Lab’s ability to meet the standards of care for the animals.
Additionally, while several of the experiments are housed in recirculating seawater systems, these systems also need regular inputs of seawater, especially during the warmer summer months.
The facility currently has zero operating seawater intake lines and is not able to pump seawater into the lab. Because the facility cannot sustain its core scientific mission or maintain critical marine animal life without a continuous, functioning flow-through seawater system, immediate contract award to a highly qualified, uniquely positioned contractor is required to prevent catastrophic failure. Failure to provide seawater to these systems in a timely manner will have severe repercussions on the experiments resulting in stoppage of research, reduced animal welfare potentially resulting in death, and damage to the intake line requiring replacement.
