SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD (SAT)

AUTHORITY: FAR 13.106-1(b)(1)

Solicitation Number: 140D0423Q0849

1. Contracting activity/agency. Department of the Interior (DOI), Interior Business Center, Acquisition Services Directorate, on behalf of the Office of Human Capital (OHC).

2. Description of supplies or services required to meet agency needs. With the support of the Diversity, Equity, Inclusion, and Accessibility (DEIA) Council, OHC requires the services of a qualified and proven contractor to provide support for its Employee Resource Groups (ERGs)1 to design solutions that positively impact business results and enhance the employee experience. The scope of this acquisition will support the engagement of OHC, agency leaders, and ERG leaders, to assist in the cultivation of new mechanisms for connecting ERGs to agency objectives, in order to advance their collective maturation and to demonstrate the value of ERGs to the agency. The contracted effort may require partnership and engagement with DOI leaders, ERG Leadership Liaisons, ERG Chairpersons, ERG members, members of the DOI DEIA Council and their supporting Working Groups, the Office of Diversity, Equity, Inclusion and Civil Rights (ODICR), and other advisors, as necessary.

3. Identification of the single source to be solicited.

4. Reason for authority cited. The Contracting Officer has determined the circumstances of the contract deem only one source reasonably available.

□ Brand Name – The particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. If the justification is to cover only the portion of the buy which is brand name, then it should so state; the approval level requirements will then only apply to that portion.

1 DOI defines ERGs as, “employee-led groups with members who are drawn together by a common interest and work towards advancing relevancy, diversity, and inclusion throughout the organizations. ERGs have charters with specific goals and objectives the group aims to achieve.”

5. Rationale.

Spectrum Knowledge has developed unique TrailBlaze Tools that provide practical, simplified visual diagrams, models, and processes to guide ERGs toward success and excellence. These are also accompanied by research and targeted ERG insights.

Spectrum Knowledge has an entire community of ERGs in an ERG Ecosystem. This includes ongoing Communities of Practices for different ERG affinities. These include cross-industry, cross-sector ERG leaders, program managers, and executives. Also, this includes an Annual Elevate ERG Summit & Leadership Forum. These have all included Interior. Spectrum Knowledge has created ERG Toolkits that are made publicly available. These include the: Intergenerational ERG Toolkit, Caregiving ERG Toolkit, ERGs and the MarketPlace Toolkit, as well as the ERG Impact Study. Spectrum Knowledge has these available to the public at no cost.

6. Market Research.

Spectrum Knowledge provides access to ERG toolkits at no cost to the government.

Having a limited engagement with this contractor will provide OHC with the knowledge to better utilize and implement these tools. Additionally, Spectrum Knowledge has access to various ERG communities of practice which will provide OHR with long term benefits.

OHR and the Contracting Officer conducted market research to see if there are similar providers of this type of support and could not identify any other similar vendors.

Under the authority of FAR 13.106-1(b)(1), the undersigned hereby determines the circumstances of this contract action deem only one source is reasonably available as supported herein.
