About this file
This single source determination document from the Department of the Interior justifies awarding a sole source contract to Relocation Management Worldwide for a web based Virtual Employee Network software platform. The Interior Business Center requires the platform on behalf of the Bureau of Land Management to automate the OF1164 voucher creation and reimbursement process for relocation expenses, reducing costs and improving efficiency. Relocation Management Worldwide is identified as the only source able to provide the required employee-initiated voucher submission system given its exclusive licensing of the proprietary Virtual Employee Network. The estimated value of the initial one year contract plus three one year options periods is $174,500.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE
SIMPLIFIED ACQUISITION THRESHOLD (SAT)
AUTHORITY: FAR 13.106-1(b)(1)
Solicitation # 140DO421R0013
1. Contracting activity/agency.
Department of the Interior (DOI), Interior Business Center (IBC), Acquisitions Services Directorate (AQD) on behalf of the Financial Management Directorate (FMD), Accounting Operations Services Division (AOSD)
2. Description of supplies or services required to meet agency needs.
This requirement is for a Commercial Off the Shelf (COTS) web based Virtual Employee Network (VEN) software platform provided by Relocation Management Worldwide (RMW). This platform reduces lifecycle costs while maximizing employee efficiency and aids in the OF1164 automation process by replacing e-mail submissions and hard copy signatures with an already established system that both the IBC and Bureau of Land Management (BLM) are currently using to process PCS vouchers. The estimated value of this requirement over a period of one 12)-month base period and three twelve- month option periods.
3. Identification of the single source to be solicited.
Relocation Management Worldwide (RMW). 6077 Primacy Parkway Suite 223, Memphis, TN 38119. .
4. Reason for authority cited. The contracting officer has determined the circumstances of the contract deem only one source reasonably available, due to the RMW possessing an Exclusive Licensing Agreement.
5. Rationale. The Accounting Operations Services Division (AOSD) is working with
BLM to process their OF1164 (request for reimbursement) payments. As part of moving workload to the IBC, there is an increasing need for employee efficiency in processing and routing OF1164’s for payment. It has been determined that it is more efficient and less costly for BLM to have an automated OF1164 routing process with edit checks which would improve customer experience by providing a timelier payment. The Virtual Employee Network (VEN) is currently the only employee-initiated voucher creation system available in the PCS realm. There were other products available, however, they were all paper based and would require email, fax, or US mail for voucher submission. The nature of the OF1164 reimbursement process requires an employee to initiate the voucher process by identifying the need/rationale for the expense and provide/attach supporting receipts/documentation to the form through an online submission process. IBC and BLM already use this
