About this file
This document is a Single Source Determination form for a sole source procurement by the Department of Commerce, NOAA Acquisition and Grants Office. NOAA requires an annual renewal of the Man Computer Interactive Data Access System (McIDAS) software and maintenance to support the Center for Satellite Applications and Research's (STAR) daily scientific data analysis. The McIDAS software, used for processing geophysical data like satellite and radar imagery, will be acquired exclusively from the Space Science and Engineering Center (SSEC) at the University of Wisconsin-Madison, as they are the proprietary developer and sole distributor of the software in the United States. The period of performance is July 1, 2025 through June 30, 2026, with SSEC being the only vendor capable of providing the required software due to copyright restrictions and unique distribution policies.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
Requisition 144004-25-0014
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office
(AGO), Satellite and Information Acquisition Division (SIAD), and NOAA National Environmental Satellite, Data, and Information (NESDIS), Center for Satellite Applications and Research (STAR).
2. Description of supplies or services required to meet agency needs (including the estimated value).
NOAA requires an annual renewal of its Man computer Interactive Data Access System (McIDAS) software and maintenance to support STAR’s daily scientific data analysis.
The McIDAS software is used with geophysical data, such as satellite and radar imagery, in-situ observational reports, and gridded numerical forecasts. Other functions include acquiring, displaying (static and time-lapse), and analyzing, interpreting, and managing said data. The McIDAS software is designed to handle large amounts of data in a convenient manner and provides a resource of image-processing, applications programs, and subroutines.
Period of Performance is July 1, 2025 through June 30, 2026. $
3. Identification of the single source or the brand name to be solicited.
Space Science and Engineering Center (SSEC) University of Wisconsin-Madison 1225 W. Dayton St.
Madison, WI 53706-1695 POC: Becky Schaffer, Program Manager, McIDAS User Services, beckys@ssec.wisc.edu
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Only one awardee is capable – FAR 13.106-1(b)(i) – Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.
Another company cannot satisfy the Government’s need because SSEC “is the [proprietary] developer of McIDAS Software Acquisition and Distribution. The policy, states that “others cannot distribute the software without [SSEC’s] written permission.” The CO further notes that SSEC is the “sole distributor of McIDAS-X in the United States and the only agency that sells the licenses and support needed.” Finally, the McIDAS software is copyrighted and may not be reproduced or redistributed. This information confirmed in writing via a sole source letter from SSEC to NOAA regarding its “McIDAS Software Distribution Policy.”
Requisition 144004-24-0021
5. Market Research.
Only one business source could be found, and STAR knows of no alternatives to the requested software that exhibit all of the capabilities inherent in the McIDAS software. Therefore, STAR recommended to the CO that the Government make a sole source award to SSEC based on the results of their market research. Market Research Report included in the contract files.
6. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
Edna Rogers, COR Date
7. Determination
I hereby determine that the circumstances of this action deem only one source is reasonably available. This determination is accurate and complete to the best of my knowledge and belief.
