Use of Single Source
For Simplified Acquisition Threshold Procurement
FAR 13.106-1(b)(1)(i)
Pursuant to FAR 13.106-1(b)(1)(i), for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
1. Contracting Activity: GSA/FAS/QMAACA
2. Nature and/or description of the action being approved: This memorandum documents the support of the contracting officer’s determination to solicit from a single source, Lumark Technologies, Inc., in the interest of economy and efficiency as a logical follow-on to work previously performed by the company.
3. Description of the supplies/services required: The General Services Administration
(GSA) is in the process of consolidating and modernizing the IT systems and processes used to buy, lease and rent vehicles. Through consolidation/modernization, GSA Fleet will improve the customer and supplier experience when using GSA Fleet systems and bring efficiencies to the program by using IT to reduce duplication, automate manual tasks, collect and analyze data, and improve the user experience. The end result will be the decommissioning of the legacy systems. To meet the Government’s need to successfully modernize business operations, GSA Fleet must modernize its approach to managing and prioritizing business decisions through business governance and transitioning the organization from an existing state to a future state in the areas of organizational strategy and/or improve organizational performance.
4. Rationale for soliciting from a single source: Lumark Technologies previously worked with the Office of Fleet Management to establish the alternative analysis, requirements analysis and user experience research. The work was pivotal in Fleet's ability to establish the Product Mindset, Product Definition Documents, components of the technical strategy, and the Statement of Work (SOW) that defined the work in the next phase of the project when the development team was onboarded. Lumark provided a detailed analysis of existing capabilities and alternative approaches which set up the organization for future success. As a result, Lumark Technologies already has a clear understanding of GSA's
Fleet mission and its Modernization project offering insight and background into the follow-on business governance requirement. Their previous work uniquely positions them to understand the necessary processes for this current work. Utilizing Lumark and its personnel with prior insight, experience and clearance on this project will ultimately lead to a reduction in discovery work otherwise needed to understand the project and processes, resulting in cost savings and efficiencies.
5. Steps to preclude future single source awards:
As it relates to Fleet’s Modernization project, there will be no future single source award to Lumark. All future needs will be completed based on market research obtained through the acquisition process.
6. Program/Technical Official Certification:
I hereby certify and accept the responsibility that any and all supporting data provided above or used to justify the above requested for a sole source procurement (e.g., verifying the Government’s minimum needs, schedule requirements, and/or other rationale for single source award is accurate and complete to the best of my personal knowledge and belief.
