Single Source Determination Summary
This is a Single Source Determination document issued by the Department of Commerce, NOAA Acquisition and Grants Office (AGO), Western Acquisition Division, for the Alaska Fisheries Science Center (AFSC) and Office of Fisheries Information Services (OFIS). The procurement is for renewal of ELAB software licenses from SciSure under simplified acquisition procedures for an action not exceeding the simplified acquisition threshold. The contract covers a base year period of July 28, 2026 through July 27, 2027, with four annual options available. The specific products requested include BIT-A001 (50-Seat eLabJournal License Full Package), BIT-A005 (On-Premises SaaS Software Maintenance), BIT-A016 (Bronze Support), BIT-A031 (Office Online Flat Fee Dedicated Installation), BIT-A007 (Quantity & Ordering Add-on), BIT-A024 (Enterprise Features & Administration Module), and BIT-A008 (Advanced Barcode Workflow Integration). The estimated total contract value is redacted in the document. SciSure's point of contact is Ethan Saltzman, located at 3 Center Plaza, Suite 501, Boston, MA 02108.
The determination supports single-source procurement based on exclusive licensing agreements and compatibility to existing systems. Market research confirmed that while various vendors could meet some AFSC needs, no other vendor combined the inventory management, electronic lab journal, and platform customizability of eLab in the same manner, and most competitors offered incompatible cost models and lacked self-hosted options required for Federal IT Security compliance. SciSure does not authorize reseller distribution, and previous procurements for this software product have been sole-source accordingly. The software is essential for AFSC staff to track biological samples collected in the field throughout their lifecycle in compliance with the Magnuson Stevens Act. The determination was certified by Chris Melary (OFIS Director) and Robert Foy (Director, AFSC) on March 23-24, 2026, and finalized by Contracting Officer Christie Lang on March 24, 2026.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Exclusive Licensing Agreement/Restrictive Rights/Authorized Reseller - The source has one or more of the following: an established exclusive licensing agreement, proprietary data, limited rights in data, patent rights, OEM required certifications or OEM authorized reseller, copyrights or secret processes with regard to the supplies or services required.
Compatibility to existing systems or equipment
ELAB includes a series of tools that are highly configurable and adaptable to each lab and individual. These enable customized workflows, allowing the system to integrate into physical workflow, and markedly increase workplace efficiency. Most notably, the end-to-end workflow management, from the powerful inventory function that allows the barcoding of reagents, chemicals and high-profile samples, to utilization of Equipment (Calibrations), all the way to Electronic Lab Notebook and Project Management reporting. Being able to access data from different individuals within a lab, labs within a division, and labs in various locations, and with collaborators external to AFSC allows the labs to cultivate progress, facilitate collaboration, and create a valuable ecosystem. The accessibility of data remotely allows the labs to continue collaborating, working, and progressing research remotely.
Accessibility also refers to the data management tools of the system, with powerful search functionalities, allowing end-users and management to access sensitive data in a timely fashion. ELAB Licenses are maintained for all lab members and collaborators who intend to access the data, including those that are view/read only, as it is in compliance with PARR and related data management regulations. Working with AFSC IT security, this also makes the system security Compliant. When working with all data including protected data, the system will abide by those guidelines, providing security to all users. The ability to set up role permissions, signature requirements, and full audit trail on all actions are just some of these compliance examples.
Other - Only one source is capable SciSure does not authorize their software for resale or distribution through resellers.
Previous procurement actions for this software product have been sole source accordingly.
SciSure is the only the vendor that can meet the needs of the Government.
5. Market Research.
Market research was conducted and included internet search, interviews with various product and solution providers, and multiple vendor demonstrations. While various vendors were able to meet some aspects of AFSC needs, no other vendor was able to combine both the inventory, electronic lab journal, and customizability of the platform in the same manner as eLab. In addition, our research indicated that most other products offered cost models and scalability that were not in line with AFSC research workflows, such as offering self-hosted options to address Federal IT Security requirements.
