About this file
This document is a Single Source Determination using Simplified Acquisition Procedures (SAP) for the National Oceanic and Atmospheric Administration (NOAA) National Weather Service. The document justifies a two-month contract extension with the Wisconsin Educational Communications Board (ECB) for preventative maintenance and logistical support services for the All-Hazards Weather Radio network in Wisconsin. The contract, valued at $35,778.66, will be a firm-fixed-price modification to the existing contract 1305M220CNWWR0060, extending services from July 17, 2025 to September 16, 2025.
The justification highlights ECB's unique capabilities as the sole responsible source, including their ability to house NWS transmitters on Wisconsin State facilities, ownership of the communication network handling NWR transmissions in Wisconsin, and strict access controls for contract employees. The extension is critical for maintaining continuous 24/7 weather radio services and protecting life and property in Wisconsin while NOAA works to award a follow-on contract for these essential services.

In accordance with FAR 52.217-8 - OPTION TO EXTEND SERVICES (NOV 1999), contract 1305M220CNWWR0060 will provide a two (2) month extension of the current preventative scheduled and unscheduled maintenance, logistical and system support services that are in place for the National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) All-Hazards Weather Radio (NWR). Name: Wisconsin Educational Communications Board (ECB) Address: 3319 W. Beltline Hwy., Madison, WI 53713 Point of Contact: Vicki Kipp Phone number: (608) 264-9752
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Other - Only one source is capable - The Wisconsin Educational Communications Board is the only responsible source to satisfy agency requirements. The services provided by the Wisconsin Educational Communications Board (ECB) are unique due to the fact they are a state agency with the ability to house transmitters owned by the NWS on Wisconsin State owned facilities. They also own the communication network that handles all of the NWR transmissions in the state of Wisconsin. They only allow contract employees who pass a full background and fingerprint check administered by the State of Wisconsin unescorted access within their facilities If the NWS were to attempt to utilize any other source, specific site leases would be required for
