SINGLE SOURCE DETERMINATION
(FAR 13 Under the SAT)
1. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED
The Yuba River Ranger District of the Tahoe National Forest has 12 potable drinking water wells required to comply with both the Safe Drinking Water Act (Federal direction enforced by California/County) and Forest Service Directives when campgrounds are open to the public between April-October of each year.
· Annual Nitrate and nitrite Sampling for all systems.
· Monthly Routine Coliform Sampling for all seasonal systems.
· Follow Up/Corrective Action Coliform Sampling, as needed.
Lab must be certified in California to test drinking water for Coliform and Nitrate/Nitrite testing and must produce reporting transmission and documentation consistent with California requirements.
Lab must have a water sample drop-off location within one hour of the Yuba River Ranger Station in Camptonville CA to ensure that sampling and re-sampling can be conducted within the agency’s current staffing capacity.
2. JUSTIFICATION FOR SOLICITING FROM A SINGLE SOURCE
Cranmer Engineering is the only qualified lab found within an hour’s drive from the district office. Other qualified labs found are based 1.5-2 hours drive from the district office.
The district tests most of the drinking water systems in a single day. Driving an additional 1.5 hours each way to drop off samples, after spending several hours in the field gathering samples, would make it impossible to reach the farther-off labs before they close for the day.
Even with staff working overtime (10-hour days) the drive time to further labs would not be manageable. The farther distance would also result in increased salary/overtime and vehicle maintenance costs and higher possibility of safety incidents with increased driving exposure. State and County regulation requires a retest within 24 hours of a failed test, adding to the above issues with the labs located 1.5-2 hours away.
3. EFFORTS TO OBTAIN COMPETITION
A web-based search was initiated to find California Certified Labs to conduct the tests. Resources were found on the County of Placer website: California-Certified-Environmental-Laboratories-PDF, which led to a GIS map link to show nearby labs approved by the California Water Board: California ELAP Certified Laboratories (arcgis.com).
Four California certified labs were found in the general geographical area: one in Grass Valley, CA; one in Rocklin, CA; two in Sparks, NV. One lab in Sparks stated that they didn’t have the resources to take this on. Grass Valley is the only location within an hour’s drive from the district office.

4. STEPS TO PRECLUDE FUTURE SINGLE SOURCE (or BRAND NAME) AWARDS
The Tahoe NF/Yuba River Ranger District will refresh market research before each new requirement, searching for new California state certified laboratories within the local commuting area that become available and meet all requirements.
5. CONTRACTING OFFICER’S DETERMINATION
I have determined, in accordance with FAR 13.106-1(b) that the circumstances of this contract action deem only a single source is available for the required services.
