About this file
This document is a Determination & Findings (D&F) for a single-source procurement authority issued by the 673rd Contracting Squadron (CONS) on July 2, 2026. The 673rd Medical Group seeks to upgrade and modernize its existing T-METRICS Automatic Call Distributor (ACD) system through a transport-layer infrastructure upgrade transitioning from legacy analog lines to Session Initiation Protocol (SIP) trunking, with a contract value of $78,749.00. The contracting officer determined that T-Metrics Inc. is the only vendor reasonably capable of providing this upgrade because the requirement constitutes a specialized upgrade to an active system where alternative solutions would necessitate a complete replacement of the entire infrastructure at significantly greater cost. T-Metrics Inc. holds proprietary data rights, source code, and active maintenance warranties for the currently fielded system, and no other SIP-enabled ACD solutions on the market can function as a plug-in upgrade to the existing T-Metrics core server.
The justification for sole-source procurement is based on multiple regulatory authorities including RFO 8.401 and GSAR 538.7104-3(a) for FSS Orders, RFO 11.204(a)(2)(ii) for Brand Name requirements, RFO 12.102(a) for Commercial Products and Services, and RFO 13.101(b) for Noncommercial Products and Services. The contracting officer emphasized that continued use of the current T-Metrics software ensures operational continuity, compatibility with existing archives, minimizes operational disruption, and preserves the government's substantial prior investment in specialized routing scripts, IVR trees, and historical databases. The determination was approved by Cody Shumaker, TSgt, USAF, Contracting Officer, on July 2, 2026.

DETERMINATION & FINDINGS
Authority to Solicit from a Single Source (at or below the SAT)
1. Agency and Contracting Activity: 673rd CONS
2. Nature and/or Description of the Action: $78,749.00
Upgrade and modernization of the current T-METRICS Automatic Call Distributor (ACD) system by transitioning its infrastructure from legacy analog lines to Session Initiation Protocol (SIP) trunking.
3. Citation to the Appropriate Regulation:
(Contracting Officer Instruction: Select the applicable authority for this acquisition)
RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.
RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.
RFO 12.102(a) (Commercial Products and Services): Only one source is available,.
RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.
4. Findings:
The 673rd Medical Group relies on its existing T-Metrics ACD platform to run its mission-critical healthcare contact center, which manages patient appointing, emergency triage, nurse advice, and pharmacy distribution. This current system represents a major prior Government investment in specialized T-Metrics routing scripts, IVR trees, and historical databases. Because this requirement is strictly a transport-layer upgrade (Analog to SIP) of the active system, acquiring any brand other than T-Metrics would force a complete highly disruptive "rip-and-replace" of the entire infrastructure, resulting in costing the government millions for an entirely new system. After conducting market research it was determined that T-Metrics Inc, is the only known vendor capable of providing the required upgrade that would be compatible with the existing system. Because they hold the proprietary data rights, source code, and active maintenance warranties for the currently fielded system and the closed nature of the existing software. While there are other SIP-enabled ACD solutions on the market, none are capable of functioning as a "plug-in" upgrade to an existing T-Metrics core server. The continued use of the current software would ensure continuity of operations, compatibility with archives, and minimizes operational disruption.
5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.
6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
