About this file

This is a Single Source Certificate of Conditions and Circumstances for the City of Tampa's Economic Opportunity Department, involving Assemblage Consulting LLC for the migration and deployment of the Tampa Economic Dashboard. The project involves transferring the existing CityEconomy.org dashboard, originally developed for Tampa, Phoenix, and Baltimore with Bloomberg Associates' support, onto the City of Tampa's infrastructure. The dashboard includes a backend data ingestion application, MongoDB database, and a frontend web application. The migration is scheduled from late August through December 2025, with specific milestones including design and infrastructure planning, data and code migration, configuration revisions, testing, and final deployment by December 2025.

The total project cost is $10,000, to be paid in two installments of $5,000 - 50% at project start and 50% upon migration completion and system acceptance. The sole source justification is based on Assemblage Consulting's unique and exclusive knowledge of the system's architecture, data processes, and maintenance routines, which are highly specialized and not publicly documented. The City of Tampa will retain full rights to the system, source code, and associated data, with infrastructure and hosting costs being the city's responsibility. Long-term support will require a separate maintenance agreement, and all data will be handled according to best practices for security and confidentiality.

ATTN: Amanda Alfarah RE: Sole Source Justification – Migration and Maintenance of CityEconomy.org Dashboard

The City of Tampa intends to procure professional services for the migration and continued operation of the CityEconomy.org dashboard – a custom-built data platform originally developed for the cities of Tampa, Phoenix, and Baltimore with funding from Bloomberg Associates. The system includes a backend data ingestion application, a MongoDB database, and a frontend full-stack web application built and maintained by Assemblage Consulting. The following is a justification for the procurement of services to perform the migration and continued operation solely by Assemblage Consulting.

The CityEconomy.org system was uniquely developed and maintained by Assemblage Consulting, who holds exclusive knowledge of the system’s architecture, data ingestion processes, deployment mechanisms, and maintenance routines. The codebase, update schedules, and data integrations are highly customized and not publicly available or documented in a way that would enable a third party to maintain or migrate the system without significant reverse engineering or redevelopment.

Because of the system’s complexity and its ongoing value to the City of Tampa, engaging the original developer is the most cost-effective and timely method for ensuring uninterrupted service and successful migration. No other vendor possesses the specific expertise, source code access, or operational experience with the platform necessary to perform these services without incurring additional cost and risk to the City.

We hope you find this letter of justification sufficient for authorization a sole source procurement of the above-stated services to be provided by Assemblage Consulting. However, if further justification is required, please contact us at (312) 964-0833.

Sincerely, Erik Woodworth CEO & Director of Research & Application Development Assemblage Consulting LLC

For example, a partnership that has any indirect foreign partners may be required to complete Schedules K-2 and K-3. See the Partnership Instructions for Schedules K-2 and K-3 (Form 1065).
