About this file
This is a Single Source Justification (Simplified Acquisition) document for repair parts and installation services for an Ultimate Building Machine (UBM) 120 used by the US Government to create steel buildings worldwide. The contracting activity is 111 MSC for the UBM 120 Repair project.
The justification establishes MIC Industries as the sole authorized source for replacement parts and certified installation services, as they are the original designer and sole distributor of the UBM 120 system. Market research, including searches of previous files, GSA sources, and SAM.gov, confirmed no other capable vendors. A 10-day sources sought notice yielded no responses. The requirement includes both parts and incidental installation services, with MIC Industries providing a certified technician to demonstrate proper installation procedures. The justification was approved on February 26-27, 2025 by MSgt Macy Wester (Contracting Officer) and MSgt Megan Bonamico (Requirements Owner), citing FAR 13.106-1(b)(1) as the authority for the single-source determination.

Section A: General Contract Information
Contracting Activity: 111 MSC
Project/Program Name: UBM 120 Repair
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options): $
Section B: Description of the Supplies/Services Required
The supplies be acquired are replacement parts for repairs needed to be completed on the Ultimate Building Machine (UBM)
120. This machine is used by the US Government around the world to create steel buildings in a variety of environments. The parts are required to return the machine to operational status.
Section C: Justification for Soliciting from a Single Source or Brand Name
The replacement parts can only be purchased from MIC industries, who is the sole seller and distributor of the UBM 120 and all associated equipment. MIC industries is the company that designed and created the UBM product line and they are the only source authorized to provide parts and accomplish the work. There will be a MIC certified individual who will come out and show the RHS members how to properly install the parts, should these repairs need to be made in the future. As the service part of the requirement is a very small portion and required to complete the repair , this requirement is being fulfilled as a commodity with incidental service. Additionally multiple units around the world have procured the same equipment and needed repair parts as well. In each prior instance, a sole source justification accompanied the solicitation.
Section D: Efforts to Obtain Competition nt fulfillment process. In each case a sources sought will be posted to ensure the maximum amount of participation is being obtained. Market research was conducted in multiple stages. The first stage was to search previous files to see is a similar requirement has been completed recently. The search returned zero results. The next search was on GSA to see if it could be fulfilled through a mandatory source, but the search returned no results for the requirement. A search was conducted using SAM.gov that showed multiple posts from the Air Force and Army at multiple locations within the past year. Each of the postings stated the requirement and had it limited to a single source with a proper justification. The source was the UMB manufacturer, MIC Industries. Finally, a sources sought was posted for 10 days on SAM.gov in an effort to find additional vendors capable of providing the requirement. There were no replies to the sources sought indicating any capable vendors were available.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
All requirements in the future will be reviewed for competition to be identified during the market research phase of the requirement fulfillment process. In each case a sources sought will be posted to ensure the maximum amount of participation is being obtained.
