About this file
This document is a Single Source Determination related to a Special Notice for a federal contract opportunity to procure eLabJournal licenses and support from eLabNext, a Division of Eppendorf, Inc.
The Alaska Fisheries Science Center (AKFSC) under the National Oceanic and Atmospheric Administration (NOAA) intends to award a sole source contract to eLabNext to provide 50-seat eLabJournal licenses, software maintenance, support, and associated services. The eLabJournal software provides sample management tracking, data, equipment, and supply management capabilities that are uniquely suited to AKFSC's research workflows. Key benefits cited include security, efficiency, accessibility, and compliance with data management regulations. Market research determined that eLabNext is the only source that can meet AKFSC's requirements. The contract will be firm-fixed price for a base period and two option years. Interested parties may submit documentation by July 17, 2024 to demonstrate their ability to fully meet the Government's needs.

via a series of data, sample, equipment, supply management and reporting tools. This software is unique in terms of Security, Efficiency, Accessibility, and Compliance:
The company (eLabNext, division of Eppendorf, Inc.) is ISO27001 Certified, and complies with all of its data security and integrity guidelines. Data is encrypted while in transit and at rest.
AFSC collectively carries out a broad range of research, resulting in highly innovative experimental systems and data and the security protects data and intellectual property.
eLab includes a series of tools that are highly configurable and adaptable to each lab and individual. These enable customized workflows, allowing the system to integrate into physical workflow, and markedly increase workplace efficiency. Most notably, the end-to-end workflow management, from the powerful inventory function that allows the barcoding of reagents, chemicals and high-profile samples, to utilization of Equipment (Calibrations), all the way to Electronic Lab Notebook and Project Management reporting.
Being able to access data from different individuals within a lab, labs within a division, and labs in various locations, and with collaborators external to AFSC allows the labs to cultivate progress, facilitate collaboration, and create a valuable ecosystem. The accessibility of data remotely allows the labs to continue collaborating, working, and progressing research remotely.
Accessibility also refers to the data management tools of the system, with powerful search functionalities, allowing end-users and management to access sensitive data in a timely fashion.
eLab Licenses are maintained for all lab members and collaborators who intend to access the data, including those that are view/read only, as it is in compliance with PARR and related data management regulations. Working with AFSC IT security, this also makes the system security Compliant. When working with all data including protected data, the system will abide by those guidelines, providing security to all users. The ability to set up role permissions, signature requirements, and full audit trail on all actions are just some of these compliance examples.
The highly modular architecture of the application and organized indexing of the underlying database will augment the ability of scientists to publish and share their results faster.
Eppendorf Group is the only authorized vendor to provide eLabJournal License and associated support.
5. Market Research.
Market research was conducted and included internet search, interviews with various product and solution providers, multiple vendor demonstrations. While various vendors were able to meet some aspect of AFSC needs, no other vendor was able to combine both the inventory, electronic lab journal, and customizability of the platform in a manner that ejournal was able to. In addition, our research also indicated that most other products offered cost models and scalability that were not in line with AFSC research workflows.
