About this file

This document is a Single Source Determination under Simplified Acquisition Procedures (SAP) for a contract not exceeding the Simplified Acquisition Threshold. The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AFSC) intends to award a firm-fixed price contract to the University of California Santa Cruz to provide observation and data collection services for California sea lions at Ano Nuevo Island, California. This data is critical to estimating survival rates used in population models and stock assessments. The University of California Santa Cruz is the sole source due to its extensive experience and resources, as well as its management and access rights to Ano Nuevo Island. The government will benefit from improved ability to assess the California sea lion population and meet responsibilities under the Marine Mammal Protection Act. Firms believing they can fully meet the requirements may submit documentation by August 30, 2024, but the government reserves the right to determine if this will be competed.

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION

THRESHOLD (Authority: FAR 13.106-1(b)(1))

: NOAA/NMFS/Alaska Fisheries Science Center, California Current Ecosystems Program, Marine Mammal Laboratory Division, Seattle, WA

Description

NOAA Fisheries Alaska Fisheries Science Center located at 7600 Sand Point Way N.E, Bldg 4, Seattle, WA 98115 seeks to procure observation data of marked California sea lions at Año Nuevo Island, California to estimate survival used in population models for Stock Assessments.

Obtaining data from Año Nuevo Island is critical to the assessment because mostly juvenile sea lions use the island and their survival is a primary driver of the population trends and they are not observed at other research sites. Without the juvenile survival estimates, the population projections would be inaccurate.
