About this file

This document is a Single Source Determination for a firm-fixed price supply contract to provide trawl webbing and hardware supplies to the National Oceanic and Atmospheric Administration's (NOAA) National Marine Fisheries Service (NMFS) Alaska Fisheries Science Center (AFSC) for their fishery-independent trawl surveys in Alaska. The contract will have a period of performance from the date of award to January 2024, with the supplies required as soon as available. The total contract value is approximately $143,061. NOAA AFSC determined that LFS, Inc. of Bellingham, Washington is the only source capable of providing the exact trawl webbing and hardware specifications required to ensure standardization of their trawl survey methods and avoid biased catch data. No other vendors can meet the agency's minimum needs. NOAA intends to award this contract on a sole source basis under the simplified acquisition procedures.

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Boulder and NMFS/AFSC/RACE Division

Description of supplies or services required to meet agency needs (including the estimated value).

The contractor shall provide trawl webbing and hardware supplies with the exact specifications and quantities listed on the included sheet. These supplies are required to build, repair, and maintain fishing gear used in the performance of fishery-independent surveys in Alaska. The period of performance shall be from the date of award to 1/2024, with delivery preferred as soon as the materials are available. The vendor has indicated that some of the items are on backorder due to supply chain issues, and we acknowledge that some of the supplies could take up to 14 weeks after award for delivery. The contract will be firm-fixed price supply contract, and the contract's total value will be approximately $

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Only one source is capable - The AFSC is a research branch of the National Oceanic and Atmospheric Administration's National Marine Fisheries Service (NMFS) and is responsible for research on living marine resources in the coastal oceans off Alaska and off parts of the west coast of the United States. This region of nearly 3 million square miles includes the North Pacific Ocean and the eastern Bering Sea which support some of the most important commercial fisheries in the world. The Alaska Fisheries Science Center’s (AFSC) Groundfish Assessment Program conducts five different fishery-independent groundfish trawl surveys in Alaska. All of these surveys utilize trawl nets to collect data that is used to derive a standardized catch per unit effort (CPUE). To avoid biased estimation of CPUE, it is very important that the collection methods used are the same between tows and between years so that the observed change in populations over time reflect actual changes and not due to differences in collection gear.

2 of Source Selection Information – see FAR 2.101 and 3.104

Compatibility to existing systems or equipment - The required supplies must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement.

The required supplies must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement. The RACE Division knows from experience that trawl webbing with identical specifications can differ slightly between manufacturers. Even small differences in webbing can influence drag, turbulence, and the vertical or horizontal opening of the trawl. It is imperative that the trawls constructed for standardized fishery-independent surveys require webbing with identical characteristics to ensure that differences in observed catches over time are due to actual changes in populations and not due to differences in the trawl materials used.

5. Market Research.

There is no other vendor that can provide the required trawl webbing and hardware supplies with the exact specifications needed to construct and repair trawl nets that are used in the fishery-independent groundfish trawl surveys. Without the trawl webbing and hardware, our congressionally-mandated bottom trawl surveys will be compromised, either delayed or even potentially canceled,

6. Technical/Requirements Representative Certification

I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.

7. Determination (Required)

I hereby determine that the circumstances of this action deem only one source is reasonably available. This determination is accurate and complete to the best of my knowledge and belief.
