This Request for Proposals (RFP) is issued by Greenville County on behalf of the Greenville County Redevelopment Authority (GCRA) for the design, permitting, and construction of two detached single-family homes on Lots 12 and 13, Spring Street, in the City of Greer, South Carolina. GCRA seeks proposals from qualified residential builders, general contractors, and modular home providers to deliver move-in-ready homes that will be sold as affordable homeownership units. The scope of work includes site preparation, foundation construction or modular delivery and set, utility connections, driveway and landscape design, and all on-site finish work included in a firm fixed price per home. Proposals are due November 5, 2026, at 2:00 pm via the County's online procurement portal. A non-mandatory pre-proposal meeting and site visit will be held on October 15, 2026, at 10:00 am at the project sites. The question submission deadline is October 22, 2026, at 5:00 pm. Contract award is tentatively scheduled for December 1, 2026, with a notice to proceed issued by December 18, 2026. The contract will be firm fixed-price with separate pricing for each home, and GCRA intends to award one contract covering both homes but reserves the right to award each lot separately.

The project is funded through the HOME Investment Partnerships Program (HOME) from the U.S. Department of Housing and Urban Development (HUD). Each home must comply with HOME property standards under 24 CFR 92.251 and comply with current South Carolina building codes and City of Greer permitting requirements. Minimum design standards include 900 to 1,400 heated square feet, two to three bedrooms, 1.5 to 2 bathrooms, crawlspace or slab-on-grade foundations, and ENERGY STAR certification or equivalent. All utility tap fees, capacity fees, and impact fees must be included in the firm price, along with all permits, approvals, and inspections. Bidders must provide a 5% bid guarantee if the total proposed price exceeds $350,000 and must furnish performance and payment bonds each equal to 100% of the contract price before notice to proceed. Insurance requirements include $1,000,000 per occurrence general liability, $1,000,000 automobile liability, statutory workers' compensation, and builder's risk coverage at full replacement value. Contractors must hold appropriate South Carolina licenses, comply with the South Carolina Illegal Immigration Reform Act and E-Verify requirements, and comply with all federal requirements including civil rights provisions, debarment and suspension requirements, and conflict of interest restrictions. No Davis-Bacon prevailing wage requirements apply due to the project containing fewer than twelve HOME-assisted units. Proposals will be evaluated on price (30%), design and floor plan (20%), experience with comparable residential construction (15%), capacity and schedule (10%), past performance on public-funded projects (10%), quality and energy efficiency approach (10%), and subcontracting and local outreach plan (5%).

2. Introduction

2.1. Summary

The County of Greenville is seeking proposals on behalf of the Greenville County Redevelopment Authority

(GCRA) from qualified residential builders, general contractors, and modular home providers to design, permit, and construct two (2) detached single-family homes on Lots 12 and 13, Spring Street, in the City of Greer, South Carolina. The homes will be sold as affordable homeownership units.

The project is funded with HOME Investment Partnerships Program (HOME) funds from the U.S.

Department of Housing and Urban Development (HUD). The contract will be subject to the federal requirements described in this RFP.

GCRA will accept proposals for either modular homes or conventional site-built (stick-built) homes. GCRA is not issuing a floor plan. Each offeror will propose its own floor plan, elevations, and construction method that meet the minimum standards in Section 3.3. Modular and site-built proposals will be evaluated on the same criteria, with no preference given to either construction method.

An offeror may propose for both lots. GCRA intends to award one contract covering both homes but reserves the right to award each lot separately if doing so is in GCRA’s best interest.

A. Design of each home, including floor plans, elevations, site plan, driveway design, and landscape design, subject to GCRA approval.

B. All permits, approvals, inspections, and fees, including City of Greer building and zoning permits, curb-cut or encroachment permits, and all utility tap, capacity, and impact fees.

3.2. Site Information

The lots are shown on a boundary survey prepared for GCRA by Souther Land Surveying (George B.

Souther, P.L.S. 21232), dated September 3, 2026, Job No. 14021-22. The survey is included as Attachment

Site conditions shown on the survey that Offerors must account for:

• Each lot is about 49 feet wide. After side setbacks, the buildable width will be narrow, so home designs must fit the lot width and meet all setbacks.

• Spring Street is paved, with a sanitary sewer line, storm drainage (catch basins and a grate), and overhead power along the frontage. A sewer cleanout is located on Lot 13.

• The survey notes that underground utilities are not shown and that all rights-of-way and setbacks must be checked before construction. It also states the property is subject to rights-of-way, easements, and restrictions of record and not of record.

Offerors are strongly encouraged to attend the pre-proposal meeting and site visit and to confirm all site conditions, zoning requirements, and utility availability before submitting a proposal. Failure to investigate site conditions will not be grounds for a change in price after award.

3.3. Minimum Design and Performance Standards
