About this file

This document is a Single Source Determination using Simplified Acquisition Procedures (SAP) for a federal contract opportunity not exceeding the Simplified Acquisition Threshold.

The Department of Commerce, NOAA Acquisition and Grants Office and the National Marine Fisheries Service require electronic logbook software to submit daily longline catch and effort data from fishing vessels to the Pacific Islands Fisheries Science Center via satellite transmission. The estimated value is $96,000 per year. NOAA intends to negotiate a sole source contract with Woods Hole Group Inc. as the sole provider capable of interfacing with the existing vessel monitoring system (VMS) hardware already installed on the vessels. The period of performance includes a base year from May 1, 2024 to April 30, 2025 with one option year. Capability statements from other interested parties are due by April 29, 2024, but this is not a competitive solicitation at this time.

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Western Acquisition Division (WAD) and the National Marine Fisheries Service (NMFS)

2. Description of supplies or services required to meet agency needs (including the estimated value).

Estimated value $96,000 per year.

Electronic logbook software is required to submit data through satellite transmission to the Pacific Islands Fisheries Science Center (PIFSC). Customized software has been developed for PIFSC that enables the transmission of submitting daily longline catch and effort data. The software is loaded on tablets and sends data to PIFSC via satellites.

We seek a provider to transmit data from the tablet to PIFSC using the shipboard Vessel Monitoring System (VMS) that will send data via satellites.

3. Identification of the single source or the brand name to be solicited.

The current VMS units in the fishery are from the Woods Hole Group.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

X Compatibility to existing systems or equipment - The required service must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement.

The Woods Hole Group VMS units are installed on a maximum of 160 longline vessels operating in Hawaii, California and American Samoa. The ER tablets require connecting, interfacing and sending data through these VMS units. There is only one VMS unit per vessel and it is not cost effective to change VMS units to another vendor capable of transmitting data.
