About this file

This document is a Contracting Officer's Determination memorandum for a single-source contract for rock crushing rentals at the Federal Law Enforcement Training Centers (FLETC). The document justifies soliciting services from a single vendor, Builders Supply, based on several key factors: FLETC needs to clear an area from old government-owned training facilities in preparation for an increased mission, Builders Supply has previously provided rentals without negative impact, is registered in SAM.gov as a small business, can support unforeseen issues, and can provide requested rentals within 24 hours of award.

The contracting officer determined that soliciting from a single source under FAR 13.106-1(b) is in the government's best interest, noting that competing the contract will not produce additional savings or a more qualified vendor. The prices are deemed fair and reasonable based on published prices and previous purchases. The document is signed by Kimberly Cavanaugh, Branch Chief of the Glynco Operations Branch, Procurement Division at FLETC, with contact information provided.
