About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition document under Simplified Acquisition Procedures (SAP) for a single-source procurement.

The U.S. Coast Guard is procuring Motorola electronic equipment through a sole-source award to Motorola Inc USCFG Mark Division (UEI: HFK9V1G2B513), located at 7031 Gateway Drive, Columbia, MD 21046. The total estimated value is $94,348.70. The procurement includes three line items: 50 units of part number HKN6169B (NIIN 01-573-0153) at $73.89 each; 50 units of part number HKN4192B (NIIN 01-573-0934) at $36.61 each; and 70 units of part number PMUN1034 (NIIN 01-709-2513) at $1,268.91 each. The justification is based on FAR 13.106-1(b)(1), citing only one source reasonably available due to the proprietary nature of the equipment and its integration requirements with existing multi-equipment electronics systems installed on USCG Cutters and Small Boats. The contracting officer determined fair and reasonable pricing through market research. The technical and requirements point of contact is Raul Lugo (signature dated 01/15/2026), and the contracting officer is Bryan Anthony Duffey (digitally signed 01/20/2026). The document was last updated 11/01/24.

This is a Brand Name by (OEM) part number request for the purchase of Motorola electronic equipment. This equipment is an integral piece of electronics equipment, that is part of a multi-equipment electronics system. All integration and connectivity requirements of the item with the system is proprietary information of the OEM. The expense and lack of OEM’s proprietary information, for research and development for the integration, and connectivity capabilities with system already installed on USCG Cutters and Small Boats makes any attempt to identify replacement equipment uneconomical.
