About this file

This memorandum documents a sole source justification for a federal contract award. The U.S. Navy's Naval Air Warfare Center Training Systems Division plans to award a sole source contract to CSRA LLC for software licenses required to upgrade the Virtual Environment SUBmarine training system at sites in Orlando, Florida, Groton, Connecticut, Norfolk, Virginia, San Diego, California, Bangor, Washington, and Kings Bay, Georgia. The proprietary VShip and MAK RTI software products from CSRA and VT MAK respectively are an integral and interdependent component of the VESUB training system. Without CSRA's unique configuration of the MAK RTI software to interface with VShip, the training system would not function properly. The estimated contract value is $162,000. While future technological advances may introduce competing products in the future, no alternative commercial or government solutions currently exist that can meet the Navy's requirements.

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

Determination Memorandum for Sole Source Acquisitions Over $10,000 but not Exceeding $250,000

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. WHEN THE CUSTOMER DESCRIBES AN ITEM OR SERVICE, WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE DETERMINATION MUST EXPLAIN WHY THE ITEM OR SERVICE PROVIDER IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT'S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. THIS FORM MAY BE USED IN LIEU OF THE DETERMINATION DESCRIBED IN FAR 13.106. THE CUSTOMER SHALL

PROVIDE THE FOLLOWING INFORMATION:

1. PURCHASE REQUEST OR REQUISITION NUMBER: 2. PROJECT/TASK NUMBER: 3. ESTIMATED AMOUNT:

$162,000.00

4. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

Procurement of MAK RTI (Run Time Infrastructure) and Vship software licenses (Qty=24 VShip, 60 Mak RTI, 60 VR-Link) in support of NAVSEA 07TR the Virtual Environment SUBmarine (VESUB) training system upgrade in Orlando, FL, Groton, CT, Norfolk, VA, San Diego, CA, Bangor, WA, and Kings Bay, GA. This will be in the form of two actions, the initial procurement (2 trainers) and the execution of an option (remaining 4 trainers).

5. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR

SERVICES CAN BE USED:

Vship and MAK RTI functionality is an integral component of the VESUB training system. The VShip software, which is proprietary to GDIT/ CSRA, is designed to operate only with the MAK RTI software, which is proprietary to VT MAK. For the MAK RTI functionality to perform in conjunction with Vship software, GDIT/CSRA provides and executes a unique configuration of the MAK RTI. The GDIT/CSRA configuration allows MAK RTI to interface to facilitate HLA 1.3 communications. This is critical for the operation and performance of the SPAN training system. Without the unique software configuration, the communication between the systems would not operate properly, and training would not be provided to the fleet. In lieu of processing to contract actions and providing VT MAK software to GDIT/CSRA as GFE, it’s in the Government’s best interest to mitigate both cost and risk by procuring both software through GDIT/CSRA.

6. EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT MORE THEN ONE

SOURCE HAS NOT BEEN DEVELOPED:

VSHIP and MAK RTI software are propriety to GDIT/CSRA and MAK VT. If the MAK RTI software is procured directly from MAK VT, the Government could incur risk associated with providing GFE to GDIT/CSRA. Without the aforementioned unique configuration process executed by GDIT/CSRA, the software would not work properly and would not meet the mission needs of the fleet. This software is not available from any other sources and the configuration process can only be accomplished by GDIT/CSRA as Vship is their proprietary software.

7. PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO

COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED:

As technology advances and the VESUB architecture evolves with it, it is possible that there will be other software applications that can compete with Vship, MAK RTI, and the associated unique configuration process. The last procurement in April 2019, was sole sourced to GDIT.

The Government IPT team conduced market research showing the cost to create new software development and design would have an increased cost and delay in trainer use. Therefore, the IPT concluded there are no other commercial and/or development to meet the Government need at this time.
