ACQUISITION DIRECTORATE

DEPARTMENT OF DEFENSE

WASHINGTON HEADQUARTERS SERVICES

1155 DEFENSE PENTAGON

WASHINGTON, DC 20301-1155

Date: May 4, 2021

Control No. WHS-2021-0105

JUSTIFICATION FOR LIMITED SOURCE JUSTIFICATION (LSJ)

UNDER FEDRAL ACQUISITION REGULATION SUBPART 8.4

1. AGENCY AND CONTRACTING ACTIVITY:

Agency:

The Department of Defense (DoD), Cost Assessment and Program Evaluation (CAPE), Program Resources and Information Systems Management Division (PRISM)

Contracting Activity:

The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD)

2. DESCRIPTION OF ACTION: WHS/AD proposes to issue an extension of services under task order number HQ0034-16-F-0063 using a firm fixed price structure, to the incumbent, Science Applications International Corp (SAIC), Program Resources and

Information Systems Management (PRISM) Decision Support Services, without using full and open competition. The current task order expiries on May 31, 2021. The effort is to continue providing development and operational support to the Department of

Defense (DoD), Cost Assessment and Program Evaluation (CAPE), Program Resources and Information Systems Management Division (PRISM). The period of performance for this extension is from June 1, 2021 to August 15, 2021 with a total estimated dollar value of $252,795.32. The two-month extension is funded with OUSD(C) and CAPE funds for

Fiscal Year 2021.

The current task order was issued by WHS/AD on June 01, 2016 with a period of performance of June 01, 2016 to May 31, 2021. An extension of services, in accordance with FAR 52.217-8 “Option to Extend Services” is necessary to prevent a lapse in support to OSD CAPE. This requirement is currently being re-competed with an anticipated award August 2021. Therefore, this Limited Sources Justification (LSJ) seeking approval to extend services to Science Applications International Corp which would continue the same services provided under the current contract until the new anticipated contract is awarded by August 15, 2021

3. DESCRIPTION OF SUPPLIES/SERVICES: CAPE is responsible for maintaining of business systems to support matters relating to the planning and programming phases of the Planning, Programming, Budgeting, and Execution system, and the preparation of material and guidance for such systems. The contractor shall provide analytical and information management support to implement PRISM objectives associated with the

Department of Defense budgetary requirements. To accomplish the objectives, the contractor shall provide program analyst/integrators and technical experts to support implementing analytic solutions to support budgetary systems associated with the Future

Years Defense Program (FYDP) and the Program Review process.

4. CIRCUMSTANCES JUSTIFYING LIMITED SOURCES

FAR 8.405-6(a)(1)(i)(C), in the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed under the Federal Supply Schedule ordering procedures.

Failure to extend these services to SAIC would result in substantial duplication of cost to the Government. The substantial duplication of cost is estimated at $383,539 which is not expected to be recovered through competition. The estimated $383,539 includes approximately 2595 additional labor hours or more for approximately more than 4 contract personnel needed from another vendor to provide a support services to CAPE.

Awarding services to a contractor other than SAIC would involve multiple transitions between potential vendors (incumbent vendor, temporary vendor, and new long term vendor) which involves the Government paying multiple vendors for the transition of different contracts for continuous support. These multiple transitions involve additional resources and unnecessary costs for the Government, and can cause unacceptable risks, delays and interruptions in services. In order to accomplish the work within the allotted schedule, the follow-on effort must seamlessly follow the initial effort to maintain continuity of services. Therefore, an extension to SAIC is needed to continue providing services while the Government is working a competitive acquisition in which has an anticipated award date of August 2021. A work stoppage in support is unacceptable. In order to maintain continuity of services, an extension of services is the most logical and cost effective solution to the Government

In addition, while the Government is working the competitive effort, SAIC will continue providing support on a critical tasker of collection of Future Years Defense Program for the Biden President’s Budget. The data collected is used by the contractor to generate the

Congressionally mandated Future Years Defense Program (FYDP) which is a deliverable that must be met because it impacts the mission of the Department of Defense whose programmed budget is based on the FYDP. So timing is critical and the Department cannot afford a lapse in support while working this competitive effort.

5. BEST VALUE DETERMINATION: The Contracting Officer hereby determines this action represents the best value to the Government in that a determination of a fair and reasonable price will be made prior to award. Actions anticipated to ensure reasonableness of the price will be accomplished with the procedures and criteria contained under FAR 8.405-2(d). The Contracting Officer will evaluate the proposal in conjunction with the requiring activity to ensure that the overall price for the order represents the best value. The agency will also request additional discounts as required by

FAR 8.404(d), Pricing, and ensure that the labor mix and level of effort are reasonable in accordance with FAR 8.405-2(d).

6. MARKET RESEARCH: On May 07, 2021, Washington Headquarters Services issued a “Notice of Intent to Extend” SAIC’s active task order on beta.SAM.gov. The Notice of

Intent was posted for 15 days and will close on May 24, 2021. Based on the Notice of

Intent, no vendor challenged the extension task order with SAIC. As previously mentioned, the Government will conduct a competitive acquisition which is scheduled for award in August 2021.

7. OTHER SUPPORTING FACTS: WHS/AD will solicit this effort as a task order extension in order to maintain continuity of support for CAPE. The task order extension will be issued as the most logical and cost effective strategy and solution to the

Government which will avoid duplicative costs and unacceptable delays in fulfilling the agency’s requirement and a potential gap in performance of critical services while a competitive acquisition occurs.

FAR 52.217-8 was included in the solicitation and was included as part of the evaluation factors. In addition, while we believe FAR 52.217-8 was likely evaluated, we no longer have access to the evaluation and cannot confirm that that was the case. Accordingly, we have prepared this justification in the alternative.

8. ACTIONS TO REMOVE OR OVERCOME ANY BARRIERS THAT LEAD TO

THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT

ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE: No barriers currently exist. The Government will conduct a competitive acquisition and the period of performance for the new award will begin in August 2021.

9.

If this acquisition is for new work as a logical follow-on to on original Federal Supply

Schedule (FSS), was the original order was placed under the FSS ordering procedures?

☒Yes, the original acquisition was issued on a competitive basis.
