About this file
This document is a Limited Source Justification under FAR Part 8 for a fixed firm-price contract to purchase a subscription for the Bastille wireless detection system. The Cyber Center of Excellence (CCoE) at Fort Eisenhower requires this subscription to operate a previously purchased wireless detection system, as mandated by various Department of Defense directives regarding the use of portable electronic devices in Sensitive Compartmented Information Facilities (SCIFs).
The contract will be awarded in September 2024 using Fiscal Year 2024 Operations and Maintenance funds. The total value is undisclosed. This brand-name purchase will be competed among GSA schedule holders authorized to resell the Bastille subscription. Alternative solutions were considered but deemed less robust and unable to meet the CCoE's security requirements. The justification cites the Bastille system's unique capabilities to simultaneously monitor multiple RF channels and accurately locate multiple devices, which are essential for compliance with the mandated directives.

Control No: Eisenhower-2024-27
Limited Source Justification – FAR Part 8
1. Contracting Activity: MICC Fort Eisenhower - 271 Heritage Park Lane, Bldg. 35200, Room 136 Ft Eisenhower, GA 30905-5719.
2. Description of Action: Cyber Center of Excellence (CCoE) requests a fixed firm price contract under the General Services Administration (GSA) Federal Supply Schedule (FSS) Program. Projected award is September 2024 and fiscal year 2024 funds type Operations and Maintenance, Army funds will be used. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
3. Description of Supplies/Services: The CCoE has previously purchased the wireless detection system for Moran Hall which requires a subscription to operate. This requirement is directed by the Deputy Secretary of Defense Memorandum, Use of Geolocation-capable devices, applications, and services, Intelligence Community Standard 705-1, Physical and Technical Security Standards for Sensitive Compartmented Information Facilities, and United States Government Memorandum U//Fouo-102260/Sec-1, (U) Portable Electronic Devices In DIA Accredited Department Of Defense Sensitive Compartmented Information Facilities, 9 Nov 2015. These regulations specify and provide guidance WRT Portable Electronic Devices (PEDS) And Personal Wearable Fitness Devices (PWFDS) in Army SCIFs.

4. Authority Cited: FAR 8.405-6(b)(1). Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.
5. Reason for Authority Cited:
a. The Cyber Center of Excellence requires the Bastille subscription in order to operate the Bastille wireless detection system (already purchased) to ensure the highest security posture for TS/SCI facilities on Ft Eisenhower. Bastille gives the accurate location of cell phones and other RF emitters within the area of observation which is a CCOE requirement. It also can be integrated with the current LENEL infrastructure that is being used across the CCOE campus for Access Control. Bastille can disambiguate multiple cell phones and accurately locate these devices in real time and is capable of instantiating over 100 distinct protocol decoders in parallel that can simultaneously process the full 120 MHz RF bandwidth. CCOE requires a system that enables Sensor Arrays to listen to and demodulate RF traffic on more than 100 channels at once. It is critical to be able to see all these channels simultaneously to not miss any emitters or emissions. This type of system is required if Personal Electronic Devices and PWFDS (i.e. Fitbit, medical Bluetooth devices) are to be allowed into the TS/SCI facilities IAW United States Government Memorandum U//Fouo-102260/Sec-1,
(U) Portable Electronic Devices In DIA Accredited Department Of Defense Sensitive Compartmented Information Facilities, 9 Nov 2015.
This requirement can be competed on a Brand Name basis to any schedule holders who are authorized to re-sell the Bastille Subscriptions.
b. Alternatives:
a. The CCoE could procure another wireless detection system made by other manufacturers and have the current system removed. There are similar products on the market however they would require a subscription and also lack the robustness of the Bastille brand. Other competitors use solutions based on spectrum analyzer approaches or basic SDR’s with limited analytics and processing power. Additionally, other RF security technology is only able to see one of the 135 channels at a time. Given the sheer volume of students, instructors and other personnel that access the TS/SCI spaces at Ft Eisenhower, the Bastille brand’s ability to disambiguate multiple cell phones and accurately locate these devices in real time, the associated FPGA processing power and the ability to run 135 instances of protocol decoders at once is invaluable to providing the security required by the Deputy Secretary of Defense Memorandum, Use of Geolocation-capable Devices, Applications, and Services and Intelligence Community Standard 705-1, Physical and Technical Security Standards for Sensitive Compartmented Information Facilities.
b. The CCoE could not procure Wireless Detection Systems at all. Failure to procure the required security systems would result in non-compliance with the above referenced directives and standards. This will result in a requirement for additional labor costs based on an increased requirement for manual scanning of all personnel entering the facility. This type of system is required if Personal Electronic Devices and PWFDS (i.e. Fitbit) are to be allowed into the TS/SCI facilities IAW United States Government Memorandum U//Fouo- 102260/Sec-1, (U) Portable Electronic Devices In DIA Accredited Department Of Defense Sensitive Compartmented Information Facilities, 9 Nov 2015. Other electronic devices are prohibited from Army SCIFs; the wireless detection system will allow for increased efficiency in detecting cellphones/watches and other prohibited devices within the SCIF.
6. Actions to Increase Competition: Action is a brand name restriction, over $25K. It will be redacted and posted with the solicitation. All vendors who are authorized to supply the Bastille brand subscription will be allowed to compete.
7. Market Research: Extensive research was conducted (Internet searches, telephonic communications, electronic communications, and literature searches) and reviewing previous acquisitions for similar items. The Requiring Activity provided 3 quotes, all with GSA Schedules. Market Research revealed this requirement can be fulfilled on GSA. Soliciting this requirement as full and open to GSA vendors will allow for multiple vendors the opportunity of distributing brand name Bastille if they have the capability to do so.
