5. Rationale Sunportine Use of Authoritv Cited Above

CSDL bas been lbe design agent for Nnvy·Stmtcgic tvlissilc Guidance System4 sine~.: the Fleet Ballistic tvlissile Program inception in the late 1950's. CSDL posses~es unique knowledge of lbe total Trident Guidance system including its design, procluctio)1, and use on the Trident II weapon system. The purpose of a lviK6 Life Extension (MK6~E) effort, procured under thi s conlTact, is to provide ·credible deterrence throughout the TRLDENT Tl weapon system's extended service life. Tbe design gonl for MK6LE is to mdet current demonstrated perfomlaJlce, both accuracy and reliability, and to minimize i¥pacts on current weapon system interfaces while extending lbe operationnl li fe of !the MK6 guidance system. The unique expertise and experience at CSDL makes i~ uniquely qualified to perform this life extension effort.

CSDL is currently responsible for ensuri!Jg lbat lbe TRIDENT guidance S}~tems ere sustained throughout its product life cycle .. The contractor performs detailed analysis of all factory and fleet performance data, leads lbe development of alternative tednnologies

I to mitigate product obsolescence, leads the development of the t-,1[1(6 Life iExtension effort and invests significant corpomtc fUnds to advanced Guidance, Navi~ation, & Control (GN&C) technologies directly related to Government programsi CSDL possesses the unique knowledge and the facilities needed to manage the cap~bil i ty for Life Bxtension SPALT to MK6 MOD 0 Ouldance Systems. No source other tljan CSDL has the teclmical capacity, facilities, and critical integrated system level :expertise, including comprehensive knowledge and understanding of design/production, (o provide the engineering, program management, and repair and refurbislm1ent sup pori o~ deployed TRIDENT II MK6 missile guidance systems or the material, procurement, and production of the MK6LE guidance systems. No other known source possessj:s similar capability, and no other institution possesses the combined, unique system testi facilities.

and overall guidance and navigation exp~rience to understand and resolvt~ lbe issues associated with the Navy's TRlDuNT U gu!dnnce mission.

CSDL's non-profit charter allows access tc;i proprietary information for contra~tors such as General Dynamics Advanced Informatio)1 Systems, Honeywell Corporation, :Raytheon Corporation and Lockheed Martin Space S~stems Company. This access provid:es Draper the opporllmity to tailor an integrated design solution that optimizes pcrfomuahce while controlling cos~. This is critical to U1e c9ntinued performance of the Nn~y·~ stra~egic deterrenl While each support subcontmc~or may possess knowledge nt Jts J ndJVJdual

Guidance subsystem or component lcvef, no other contractor possesses nil of the knowledge or skills at the TRIDENT II syst~m and operational levels.

CSDL has in excess of $20M of unique facilities devoted to the TIUDENT!guidance programs and mninrains in excess of S40M in special tooling and a variety of l:!edicatcd test and engineering evaluation equipment., CSDL has in place the engineerin~ quality, and reliability disciplines imposed by SSP ds well as inanage these disciplines a) multiple guidance industrinl support contrnctor facilities. J & A NoSP 15,609 manufacturing efforts under this contmct ond provide a ur;iqu~ knowledge base unavailable at any other orgnnization.

To assume the CSDL effort, the alternate source would have to duplicate the CSDL faci lity; receive, instal l, and set in operation the above mentioned test and engineering cvaluutioo equipment; generate in-plant documentation implementing government and CSDL provided higher level documentatit>n; and establish SSP engineering, quality nnd reliability systems. Govenunent SUJlport of this initial effort would cost in excess of $20M. This estimate is derived from the initial costs estimated into today's dollars.

Specific expenditures would be for relocation and installation of test and engineering evaluation equipment at the new source, and correlation with guidance industrial support contractors. This effort would consume at least two years from award to the new source bused on current engineering estimates and past experience in the establislunenl of the current source. The military requirement is to SPALT systems at a rate which will remove all MOD 0 Guidance Systems from the fleet by 2022. The effort in this J&A is supportive of that requirement. Currently there is no other source capable of meeting these requirements without increasing the time of MOD 0 deployment in. the fleet which would reduce reliability and accuracy across the Ballistic Missile Fleet.

Assigning Ute effort to a contractor other than CSDL would seriously impact U1c pcrfo11mmce and availability of the weapons systems, dangerously impact the MK6 Life Extension effort, result in substantial and unnecessary Government expense that would not be recouped through competition, and entail unacceptable delay.

6. De.seription of Efforts Made to Solicit Offers from as Manv Offcrors as Practicable

Tile proposed comract was synopsized on the FEDBIZOPS website on Fcbntary 13, 2012 und no other potential source~ expressed un interest in this requirement. Given the complexity of the effo11s being procured (i.e. specialized engineering production, quali ty engineering and logistic support of US TRIDENT n wenpon systems) SSP's pt~sL experience procuring the same or similar efforts; and the extensive knowledge of SSP's technical personnel regarding aU sources for the effor'.s, including commercial sources), market research was limited to informal ana lysis of the industry by SSP technical personnel. The analysis included the review of similar Air Force efforts and NASA requirements. This examination emphasized the unique nature of tlHi TRIDENT ll (05) missile subsystem, thus underscoring the reliance on our current source.

7. Detennination of Fair and Rensonable Cost

By using such tools as the technical analysis, including should cost studies, the DCAA audit and the use of past notuols where appropriate, the Coolracting Officer has determined the anticipated cost to the Goverrunent of the supplies and services covered by this J&A will be fair and reasonable.

J & A NoSP I S,609

8. Actions to Remove Bnrrjers to Future Compelition

Due to the substantial duplication of cost 11nd unnecessary delay that would result from assigning this effort to a contractor other tl1an CSDL, SSP does not have plans at this time to compete furure contracts for the types of supplies/services covered by this docuntent. If another potential source emerges, SSP will assess whether competition for ti.Jture requirements is feasible.
