About this file
This is a Justification for Limited Source/Sole Source/Brand Name under FAR Part 8, supporting a contract modification for the Department of Defense Cyber Defense Command (DCDC).
The modification expands signage and branding product requirements at DCDC headquarters from 18 distinct locations to 20 locations. The basic contract (HC102826P0031) was awarded on a fixed-price basis to provide custom signs. The proposed modification adds two new physical sites (Locations 18 and 20) and modifies existing signage at multiple locations. Specific changes include: upgrading Monument Wall seals at Location 8 from silver to bronze cast metal; converting parking garage signage at Locations 12 and 15 to customized blue plates with updated titles reflecting organizational restructuring; adding four reserved parking space signs at Location 17 with burgundy background and "IFHQ-DODIN" text; installing a new warehouse entrance sign at Location 18 with acrylic construction and 3D seals; adding a new parking space sign at Location 19; installing a new North Entrance sign at Location 20 behind security; and increasing loose seal inventory from 12 to 32 seals total, including new high-definition dimensional seals. The justification identifies the current contractor as the only source capable of satisfying requirements because introducing a secondary contractor would void the existing warranty, create facility risk from improper removal of signage, duplicate costly design and casting setup fees, and jeopardize historic wood paneling at high-value locations. A notice of intent to modify will be published on SAM.gov per FAR 5.201, with review of any alternative vendor capability statements contingent upon their ability to deploy cleared Tier 4 personnel and integrate with existing warranty-bound mounting systems.

molds. Recompeting these 20 additional seals would cost the Government an estimated in duplicative setup fees that would not be recovered through competition.
Under PWS Section 6.1.4, the contractor is legally responsible for structural surface restoration, including repairing holes and removing "ghosting" from mounting surfaces.
•Many of the new locations (such as Location 18 and Location 20 in the Common North building) feature expensive, high-value wood paneling on the entire back wall behind security desks.
engineered and documented the original mounting templates, weight-load anchor spacing, and chemical compositions of the adhesives used for the basic signage.
•A new contractor would have to remove these heavy structures blindly, severely increasing the risk of cracking or splintering the wood paneling. Reparation of historic wall paneling at DISA Headquarters would cause extensive facility downtime and cost the government thousands of dollars in facility repairs.
DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE:
A notice of intent to modify contract HC102826P0031 on a sole-source basis will be publicized on SAM.gov in accordance with FAR 5.201. Any capability statements submitted by alternative vendors will be reviewed by the Contracting Officer; however, any candidate firm must demonstrate the ability to immediately deploy cleared Tier 4 personnel and seamlessly integrate with Seneca's pre-existing, warranty-bound mounting systems.
