About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) for a sole source acquisition.

The 772nd Enterprise Sourcing Squadron, located at JBSA-Kelly Annex in San Antonio, Texas, is acquiring a subscription to Creativebug Crafting Solutions, a flat-fee platform service providing crafting videos, tutorials, and resources for creative makers. The acquisition falls under Product Service Code 7630 (newspapers and periodicals) and NAICS code 516210 (Information Services). The requirement is for 24/7 unlimited simultaneous user access to the Crafting Solutions platform containing over 2,000 videos with public performance rights, enabling users of all skill levels to learn craft techniques alongside instructors. Videos may also be used by library staff for library programming. The contract consists of a 12-month base period (September 30, 2026 to September 29, 2027) valued at $81,500, with two optional 12-month renewal periods at $81,500 each, for a total estimated value of $244,500.00. The sole source justification is based on 10 U.S.C. 3204(a)(1), citing that only one responsible source—Creativebug Holdings, LLC (CAGE 242R4, UEI WMM4T8NSTNW5)—can provide authorized digital access to the proprietary Creativebug content as the exclusive creator, publisher, copyright holder, and distributor. Market research and a Sources Sought Notice issued on SAM.gov from August 7-17, 2026, confirmed no alternative sources can provide equivalent licensed access to this proprietary content. While two vendors responded to the notice (Creativebug Holdings, LLC and FDR Consulting LLC), only Creativebug can fulfill the specific requirement. The Government committed to conducting market research prior to subsequent acquisitions to verify whether additional authorized distributors or licensing partners emerge.

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

May 2026 Page 3 of 5May 2026 Page 3 of 5

The only contractor capable of fulfilling this requirement is:

Creativebug Holdings, LLC.

CAGE: 242R4

UEI: WMM4T8NSTNW5

Based on the results of market research, Creativebug Holdings, LLC is the only source capable of providing authorized digital access to Creativebug Crafting Solutions and its complete proprietary content.

Creativebug Holding, LLC is the exclusive creator, publisher, copyright holder, and distributor of all content produced under the Creativebug brand. No other contractor, reseller, or third-party vendor possesses the legal authority or intellectual property rights necessary to provide this content or grant licensed access to the complete digital publication.

To substantiate its exclusive capability, Creativebug, provided a Sole Provider Confirmation Letter, dated August 7, 2026 affirming that Creativebug, LLC. is the exclusive producer of all content created, published, and distributed under Creativebug brand and copyright. The letter further confirms that Creativebug retains all associated intellectual property rights, including copyrights, trademarks, and licensing rights, for its written articles, multimedia content, and all other published materials. As such, no alternate source is authorized to reproduce, license, or provide equivalent access to this proprietary content.

Because the requirement is specifically for licensed digital access to Creativebug official publication, the Government cannot obtain the required content from another source without infringing upon Creativebug exclusive intellectual property rights. No other contractor can provide an equivalent product that satisfies the Government's requirement for authentic, complete, and licensed access to Creativebug digital content.

Accordingly, Creativebug Holdings, LLC is the only responsible source capable of meeting the Government's requirements.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

The historical review also identified no previous alternate sources capable of providing direct access to Creativebug proprietary digital content.

To maximize competition, the Government issued a Sources Sought Notice on SAM.gov from 7 August 2026 through 17 August 2026. IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):

Prior to each subsequent acquisition, the Government will continue to conduct market research to verify whether additional authorized sources or changes to licensing and distribution rights have occurred. If Creativebug Holding, LLC authorizes additional distributors or licensing partners in the future, the Government will reevaluate its acquisition strategy to determine whether competition is feasible.
