1. Description of the supplies and/or services required to meet the end-user’s minimum needs:

The Main Operating Room requires a drape kit that prevents the breach of the sterile field when positioning a C-arm laterally. The drape kit must fit the following requirements:

1. The lateral drape must be able to attach to the already in-use patient drape, and must be able to expand and collapse to permit unobstructed surgical access. The expanding design will allow for the placement of the bottom portion of the C-arm to be used sterilely when in use, then collapse down onto the surgical field when the C-arm is not in used. The drape must remain sterile at all times. This design allows for the sterile filed to be maintained at all times and a C-arm to be used at any moment.

2. The second drape must be a drape designed to cover the top portion of the C-arm to prevent contamination of the sterile field from above.

2. Estimated value of the requirement:

We plan to purchase a total of 48 cases, with a delivery scheduled of month from the months of October 2021 to September 2022 for a total cost

3. Contractor’s unique qualifications which make him/her the ONLY source that can truly satisfy the Government’s minimum requirements:

The C-Armor drape kit was the only sterile drape kit found on the market that can meet the needs of Naval Medical Center San Diego as above. The sterility method and design of this drape is the unique characteristic that makes it the only drape that can be used.

The drape must allow for a C-Arm to go in and out of the operating sterile filed without contaminating the filed or being draped multiple times. In order for this to happen the drape must be able to expand and collapse on itself without breaking sterility. This was the only drape on the market found to provide this level of protection and sterility.

4. Demonstration of the market search conducted appropriate to the size and complexity of the Government’s minimum requirements. Include sources (in Government and industry) contacted and information obtained per source which further supports a sole source acquisition request.:

An exhaustive internet search was done by Main Operating Room supply personnel. The government mandated sources, GSA advantage, Prime Vendor and ECAT were searched first, but the item in non-executable via these sources.

5. Other facts supporting the use of other than full and open competition:

As the technical or requirement personnel, I certify that the evidence of the supporting data that forms the basis of this justification is complete and accurate.

6. Statement of the actions that are being taken to remove or overcome any barriers to competition:

The products may come from any company, to include the main manufacturer, but the items required must meet the specific requirements of NMCSD. Multiple companies were found to be able to supply the requested drape kit, the company with the most competitive price will be considered.
